The Prime Minister of India has recently appointed two new members to the National Disaster Management Authority (NDMA) and reappointed three existing members for a term of three years.

About National Disaster Management Authority (NDMA)

Formation: NDMA was constituted under the Disaster Management Act of 2005 and serves as India’s premier body for disaster management. The Prime Minister of India serves as its ex-officio chairperson.

Objectives: The authority is responsible for formulating national policies, strategies, and guidelines for disaster management. It coordinates and ensures the implementation of these policies, and approves disaster management plans prepared by ministries, state governments, and other agencies to enable a unified and effective response.

Vision: NDMA aims to create a disaster-resilient India by adopting proactive, technology-driven, and sustainable approaches, involving all relevant stakeholders.

Organizational Structure Of NDMA

Composition: NDMA is led by the Prime Minister, with support from a Vice-Chairperson (of Cabinet Minister rank) and up to eight Members (of Minister of State rank).

Divisions: The authority functions through specialized divisions, such as Policy & Plans, Mitigation, Operations, Communications & IT, Administration, and Finance.

State and District Mechanisms: At the regional level, State Disaster Management Authorities (SDMAs) and District Disaster Management Authorities (DDMAs) operate within NDMA’s overall framework, following its guidelines and policies.

Functions And Responsibilities Of NDMA

As India’s apex disaster management body, NDMA is tasked with developing policies, plans, and guidelines to ensure prompt and efficient disaster response. Its key responsibilities include:

• Formulating policies and approving the National Disaster Management Plan.

• Issuing guidelines to central and state authorities and integrating disaster mitigation into developmental planning.

• Coordinating the enforcement and implementation of disaster management strategies.

• Recommending funds for mitigation initiatives and capacity-building programs.

• Supporting international disaster relief operations as directed by the central government.

• Overseeing the National Institute of Disaster Management (NIDM).

• Conducting training, preparedness drills, and developing community-based resilience measures.
