The National Annual Report & Index on Women’s Safety (NARI) 2025, recently released by the National Commission for Women, provides a comprehensive assessment of urban safety for women in India. The report is based on a survey of 12,770 women across 31 cities and was prepared collaboratively by the Group of Intellectuals and Academicians (GIA), Pvalue Analytics, The NorthCap University, and Jindal Global Law School.
Key Findings Of NARI 2025
The national safety score stands at 65%, with cities classified as “much above,” “above,” “below,” or “much below” this benchmark.
Safest cities: Kohima, Visakhapatnam, Bhubaneswar, Aizawl, Gangtok, Itanagar, and Mumbai. These cities scored high on gender equity, civic engagement, policing, and women-friendly infrastructure.
Lowest-ranked cities: Patna, Jaipur, Faridabad, Delhi, Kolkata, Srinagar, and Ranchi. Poor performance was linked to weak institutional support, patriarchal norms, and inadequate urban infrastructure.
Safety Perceptions
Around 60% of women surveyed felt “safe” in their cities, while 40% reported feeling unsafe or not entirely safe.
Harassment prevalence: 7% of women reported experiencing at least one incident of harassment in public spaces in 2024.
Most vulnerable group: Women under 24 years of age, with 14% reporting harassment.
Types of harassment:
Verbal harassment: 58%
Physical, psychological, economic, and sexual harassment: reported less frequently
Common locations: Neighborhoods (38%) and public transport (29%)

Nighttime Safety Concerns
Safety perceptions drop sharply at night, particularly in public transport and recreational areas.
During daylight hours, 86% of women felt safe in educational institutions, but confidence declines significantly at night or off-campus.
Issues With Reporting and Redressal
Only one in three victims filed a formal complaint.
Just 25% of women trusted authorities to take effective action on complaints.
53% were unaware if their workplace had a Prevention of Sexual Harassment (POSH) policy.
Of the harassment cases reported, only 22% were formally registered, and action was taken in 16% of these cases.
