Description
India is gearing up to launch a Rs 25,000 crore Export Promotion Mission (EPM) spanning from 2025 to 2031. This flagship initiative is designed to bolster Indian exporters amid rising global trade challenges, including the recent surge in US tariffs on Indian goods. The mission prioritizes improving credit access and strengthening export capabilities, particularly for micro, small, and medium enterprises (MSMEs).
Objectives And Context
Announced in the Union Budget 2025-26, the EPM aims to drive inclusive, broad-based, and sustainable export growth. It seeks to tackle the main hurdles faced by Indian exporters and protect them from uncertainties such as the US raising import tariffs on Indian products to 50% from August 2025. Key sectors impacted by this tariff hike include textiles, chemicals, leather, and footwear.
Structure And Implementation
The EPM will function through two major sub-schemes:
Niryat Protsahan – Allocated over Rs 10,000 crore, this sub-scheme emphasizes financial support. It includes measures like interest equalization, alternative trade finance, and the introduction of a credit card tailored for e-commerce exporters.
Niryat Disha – With more than Rs 14,500 crore, it focuses on export quality compliance, overseas market development, branding, warehousing, logistics, and skill and capacity building.
Collaborative Framework
The mission brings together multiple ministries and organizations, including the Department of Commerce, Ministry of MSME, Ministry of Finance, Exim Bank, Export Credit Guarantee Corporation, Credit Guarantee Fund Trust for Micro and Small Enterprises, National Credit Guarantee Trustee Company, export promotion councils, commodity boards, industry associations, and state governments. This integrated approach is aimed at creating a strong support ecosystem for exporters.
Government Measures Against US Tariffs
To counter the impact of increased US tariffs, the government is fast-tracking the EPM’s rollout. Finance Minister Nirmala Sitharaman conducted an inter-ministerial meeting to plan measures for exporters, focusing on liquidity support, resilient supply chains, and diversification of export markets. Industry representatives are being actively consulted to implement effective solutions.
Export Diversification Strategy
India is targeting 40 countries including Australia, Canada, Germany, Japan, the UK, and the UAE, to reduce dependence on the US market. The strategy aims to establish India as a dependable supplier of high-quality and sustainable products. Export Promotion Councils will play a key role in facilitating this diversification and helping exporters expand globally.
Recent Export Trends
In July 2025, India’s exports rebounded by 7.29% to USD 37.24 billion after two months of decline. However, the trade deficit widened to an eight-month high of USD 27.35 billion. From April to July 2025-26, exports rose by 3.07% to USD 149.2 billion, while imports increased by 5.36% to USD 244.01 billion. The government’s initiatives under the EPM aim to maintain export momentum and help businesses navigate global trade challenges.
