Description
The Union Minister of State for Fisheries, Animal Husbandry & Dairying is set to launch the ‘Matsya Shakti’ project, a transformative initiative aimed at uplifting minority fishing communities across India. This project seeks to provide comprehensive skill development, sustainable livelihood training, and enhanced community welfare to fisherfolk families, enabling them to achieve economic independence and social empowerment.
The initiative underscores the government’s commitment to improving the lives of marginalized communities while promoting modern fisheries practices and sustainable aquaculture technologies.
Objectives Of Matsya Shakti Project
The project focuses on socio-economic development and aims to:
Empower minority fisherfolk families by providing targeted training and livelihood opportunities.
Enhance skills and knowledge in advanced fisheries technologies, integrated aquaculture, and seed production.
Promote sustainable and modern practices in fisheries and allied sectors, increasing productivity and income.
Encourage entrepreneurship within minority communities, enabling self-reliance and economic growth.
Build a knowledge-sharing ecosystem where community members can apply learning directly to local fisheries and aquaculture activities.
Implementation And Training Modules
The project will be implemented through the Vizhinjam Regional Centre of the ICAR–Central Marine Fisheries Research Institute (CMFRI), operating under the Ministry of Agriculture and Farmers’ Welfare. The training program is phased over a year and will include both theoretical and hands-on learning modules:
Integrated Aquaculture Techniques: Participants will learn modern methods to increase fish production, reduce environmental impact, and improve yield efficiency.
Seed Production and Hatchery Management: Training in breeding, seed collection, and management of hatcheries to ensure sustainable fish populations.
Advanced Fisheries Technologies: Exposure to innovative tools and practices, including digital monitoring, sustainable fishing methods, and marine resource management.
Livelihood Diversification: Guidance on alternative income sources such as fish processing, marketing, value addition, and allied aquaculture activities.
The program will ensure direct engagement with experts and hands-on experience to maximize skill transfer and practical learning.
About Pradhan Mantri Virasat Ka Samvardhan (PM VIKAS) Scheme
The Matsya Shakti Project is a flagship initiative under the PM VIKAS scheme, which aims to enhance skill development and socio-economic growth for minority and artisan communities.
Key Highlights of PM VIKAS:
Central Sector Scheme providing financial assistance, training, and entrepreneurship opportunities.
Expected to benefit 9 lakh candidates during the 15th Finance Commission cycle (2025–26).
Consolidates five pre-existing schemes:
Seekho aur Kamao – Skill development and livelihood training.
USTTAD – Upgrading skills and training in traditional arts/crafts.
Hamari Dharohar – Preservation and promotion of cultural heritage.
Nai Roshni – Leadership and empowerment training for minority women.
Nai Manzil – Education and skill training for youth from minority communities.
Integration with Skill India Mission ensures that beneficiaries have access to national-level skill enhancement programs.
Collaboration with ministries like Women & Child Development, Panchayati Raj, Tourism, and Education ensures holistic development of minority-focused areas.
PM VIKAS aims to bridge gaps in education, skill, and employment opportunities, creating a self-reliant and empowered minority workforce across India.
Expected Impact Of Matsya Shakti
The initiative is expected to deliver far-reaching benefits for participants and their communities:
Economic Empowerment: By learning modern aquaculture and fisheries practices, families can increase income, diversify livelihoods, and reduce dependency on traditional low-yield methods.
Skill Development: Participants gain advanced technical expertise, leadership skills, and entrepreneurship training.
Community Welfare: The program strengthens community cohesion, supports sustainable practices, and encourages collective growth.
Women’s Empowerment: Women in fishing communities will be actively engaged, creating pathways for gender equity in fisheries and related sectors.
Sustainable Fisheries Practices: Training emphasizes ecological balance and responsible resource management, ensuring long-term environmental sustainability.
By combining technical training with socio-economic support, the Matsya Shakti Project represents a holistic approach to community empowerment, serving as a model for inclusive development in minority-dominated sectors.
