Description
The National Action for Mechanised Sanitation Ecosystem (NAMASTE) Scheme is a flagship initiative of the Government of India aimed at transforming the lives of sanitation workers and ensuring their safety, dignity, and socio-economic upliftment. The program seeks to put an end to hazardous manual cleaning of sewers and septic tanks by introducing mechanized cleaning systems and ensuring that sanitation workers are properly trained, protected, and provided with sustainable livelihood opportunities.
Ministries And Agencies Involved
Nodal Ministries: The scheme is being jointly implemented by the Ministry of Social Justice and Empowerment (MoSJE) and the Ministry of Housing and Urban Affairs (MoHUA).
Implementing Agency: The National Safai Karmacharis Finance and Development Corporation (NSKFDC), which functions under MoSJE, is responsible for the execution of the scheme.
Duration Of Scheme
The NAMASTE Scheme has been launched for a period of three years (FY 2023-24 to FY 2025-26), with the vision of creating long-lasting reforms in sanitation practices and ensuring that the transition from manual to mechanized cleaning becomes permanent across India.
Target Beneficiaries
The scheme specifically focuses on:
Sewer and Septic Tank Sanitation Workers (SSWs) employed in urban areas.
Waste pickers, who are to be trained, upskilled, and provided access to safer and alternative livelihoods.
Key Objectives Of NAMASTE Scheme
Eliminating Deaths in Sanitation Work: Ensure zero fatalities due to unsafe manual cleaning practices in sewers and septic tanks.
Skilled Workforce: Build a pool of trained and certified sanitation workers capable of operating modern cleaning equipment.
Safety and Protection: Guarantee that no sanitation worker is exposed to direct contact with human faecal matter, reducing health risks and occupational hazards.
Collectivization and Empowerment: Encourage the formation of Self-Help Groups (SHGs) among sanitation workers so they can collectively operate and manage sanitation-based enterprises.
Alternative Livelihoods: Provide sanitation workers and waste pickers with access to skilling programs, financial assistance, and entrepreneurial opportunities to ensure economic stability beyond sanitation work.
Significance Of Scheme
The NAMASTE Scheme is not just a welfare initiative but a social reform movement, aimed at addressing long-standing issues of caste-based occupations and hazardous manual scavenging. By integrating technology, training, and livelihood support, the government envisions a future where sanitation work is dignified, safe, and sustainable.
This initiative also aligns with the broader goals of Swachh Bharat Mission and Atmanirbhar Bharat, promoting urban hygiene, mechanization, and empowerment of marginalized communities.
