Kerala has achieved a historic milestone by becoming the first fully digitally literate state in India, marking the successful completion of Phase I of the Digi Kerala project. The initiative aimed to bridge the digital divide by equipping citizens with essential digital skills. Chief Minister Pinarayi Vijayan announced the achievement following extensive surveys and training conducted across all local bodies in the State.
Survey And Training Reach
The Digi Kerala programme surveyed 1.5 crore people from 83.46 lakh families and identified 21.88 lakh individuals who were digitally illiterate. Impressively, nearly all 21.87 lakh participants (99.98%) successfully completed the training and passed evaluations. This comprehensive approach ensured that every demographic, including marginalized communities, was included.
Inclusivity And Accessibility
The project catered to citizens of all ages, including senior citizens. A remarkable example was 104-year-old M.A. Abdullah Moulavi Baqavi from Ernakulam district, who completed the training. Conducted through local self-governments, the initiative leveraged Kerala’s decentralised governance model, ensuring broad accessibility and active community involvement.
Bridging Digital Divide
Digital literacy empowers citizens to access e-governance services and welfare schemes such as Ayushman Bharat, PM-Kisan, and Jan Dhan Yojana online. This reduces reliance on intermediaries, promotes financial inclusion, and enables marginalized groups and women to overcome digital barriers.
Strengthening Digital Democracy
With digital skills, citizens can engage more effectively in governance by filing grievances, submitting RTI requests, and participating in online civic activities. This fosters transparency, accountability, and empowers people to hold authorities responsible.

Kerala’s approach provides a replicable model for other states. Unlike projects that focus only on digital infrastructure, Digi Kerala emphasises grassroots-level training, ensuring tools reach citizens effectively. This aligns with the broader objectives of the Digital India mission.
