Description

In a significant initiative to strengthen civil-military coordination in the northeastern region of India, Exercise Samanvay Shakti 2025 was recently launched at Laipuli in the Tinsukia district of Assam. This exercise, led by the Indian Army in collaboration with state authorities of Assam and Manipur, aims to enhance operational synergy, mutual understanding, and coordinated action among security forces, government departments, and civil institutions.

About Exercise Samanvay Shakti

Exercise Samanvay Shakti is a military-civil integration program designed to foster cohesive cooperation among all stakeholders responsible for the region’s security and development. By integrating civil agencies with military operations, the exercise ensures a unified response to emergencies, complex security scenarios, and developmental challenges.

The inaugural session witnessed participation from a wide spectrum of organizations, including:

  • Indian Army and Indian Air Force

  • District Administration, Police, and Intelligence Agencies

  • National Disaster Response Force (NDRF) and State Disaster Response Force (SDRF)

  • Medical officials and public health representatives

  • Border Roads Organisation (BRO) and General Reserve Engineer Force (GREF)

  • Railways, educational institutions, and energy sector representatives from OIL India, IOCL, and Coal India

  • Local media personnel

This comprehensive participation underscores the exercise’s holistic approach, bringing together diverse sectors to practice seamless coordination during emergencies and security challenges.

Objectives Of Exercise Samanvay Shakti

The exercise is designed with the following key objectives:

  • Enhancing Operational Readiness - Through practical rehearsals and simulations, the exercise aims to refine standard operating procedures (SOPs) and establish unhindered channels of communication among all participating agencies. This helps in achieving a higher state of preparedness for both security and disaster management scenarios.

  • Strengthening Civil-Military Bonds - By fostering collaboration between the people of upper Assam and Manipur and the institutions serving them, Exercise Samanvay Shakti enhances trust, transparency, and coordination between civilians and government authorities.

  • Integrated Response to Complex Challenges - The exercise promotes a multi-agency approach to handle security threats, natural disasters, and infrastructure-related challenges efficiently, ensuring that responses are swift, coordinated, and effective.

  • Contribution to National Integration and Development - Beyond security, the initiative reinforces national integration by promoting cooperation among local communities, administrative bodies, and defense forces. It also highlights the role of coordinated civil-military efforts in supporting regional development and nation-building.

Significance

Exercise Samanvay Shakti 2025 demonstrates India’s commitment to proactive preparedness in the northeastern region, an area with strategic importance due to its geography and socio-economic dynamics. By bringing together defense forces, civil authorities, and private sector representatives, the exercise not only strengthens security mechanisms but also enhances disaster resilience, governance efficiency, and public confidence in institutional support systems.
