Description

The Ministry of Tribal Affairs officially launched the Adi Karmayogi Abhiyan on August 19, 2025, introducing a landmark initiative to strengthen grassroots governance and empower tribal communities across India. Recognized as the world’s largest tribal leadership programme, the Abhiyan seeks to mobilize over 20 lakh community change leaders across 1 lakh tribal-dominated villages, laying the foundation for an inclusive development model aligned with the Viksit Bharat 2047 vision.

Core Values And Guiding Philosophy

The Abhiyan is rooted in three key principles:

  • Sewa (Service) – commitment to selfless community service

  • Sankalp (Resolve) – dedication to achieving long-term developmental goals

  • Samarpan (Dedication) – fostering responsibility and accountability in governance

These values embody the inclusive spirit of governance highlighted by the national vision of “Sabka Saath, Sabka Vikas, Sabka Prayas, Sabka Vishwas.” The initiative is also a significant part of Janjatiya Gaurav Varsh, which honors the legacy and aspirations of India’s tribal communities.

Objectives Of Abhiyan

The Adi Karmayogi Abhiyan focuses on building a structured, participatory framework for tribal empowerment by:

  • Promoting people-driven governance at every administrative tier.

  • Organizing multi-departmental Governance Lab Workshops to build capacity among government officials.

  • Designing Vision 2030 Development Plans for tribal villages, co-created with local communities.

  • Establishing a strong network of 20 lakh tribal leaders across 550 districts in 30 States/UTs.

Major Components And Expected Outcomes

Adi Sewa Kendra - Service hubs set up in tribal villages where officials and citizens dedicate 1–2 hours every fortnight (Adi Sewa Samay) to address local issues, provide mentorship, and guide village-level development initiatives.

Governance Lab Workshops - Launched on July 10, 2025, these workshops function as structured labs for co-creation of solutions. Conducted at state, district, and block levels, they serve as training hubs for master trainers and officials.

Tribal Village Action Plans - Each tribal village will develop a Vision 2030 roadmap through participatory planning. These plans align with the UN Sustainable Development Goals (SDGs) and aim at saturation of welfare schemes and essential services.

Community Leadership & Volunteer Network -

  • Adi Sahyogi – Professionals like doctors, teachers, and mentors guiding communities.

  • Adi Saathi – Local actors such as SHGs, NRLM members, elders, and youth leaders facilitating outreach and implementation.

Capacity-building initiatives will focus on youth, women, and grassroots leaders, equipping them with governance and problem-solving skills.

Alignment With National Programmes

The Abhiyan integrates with several flagship schemes to ensure holistic tribal development, including:

  • Dharti Aaba Janjatiya Gram Utkarsh Abhiyan

  • Pradhan Mantri Janjati Adivasi Nyaya Maha Abhiyan (PM JANMAN)

  • National Sickle Cell Anaemia Elimination Mission

This convergence enhances the impact of government interventions and ensures comprehensive coverage in tribal areas.

The Adi Karmayogi Abhiyan goes beyond symbolism it represents a systemic transformation in governance. By placing tribal citizens at the heart of policy planning and implementation, the initiative strengthens democratic participation at the grassroots level.
