The Ministry of Statistics and Programme Implementation (MoSPI) has reported remarkable advancements in the usage and impact of the eSAKSHI portal, a comprehensive digital system revolutionizing how Member of Parliament Local Area Development Scheme (MPLADS) funds are managed. Launched on April 1, 2023, in partnership with the State Bank of India, eSAKSHI enables a fully digitized workflow that covers the entire lifecycle of MPLADS projects from recommendations made by MPs to approvals, fund disbursal, and implementation by executing agencies.

eSAKSHI has eliminated the need for paper-based processes, providing a single digital platform where all stakeholders including Members of Parliament, district administrators, and implementation agencies can coordinate in real time. The platform’s digital structure ensures transparent fund flow, secure authentication, and efficient project tracking.

Nationwide Rollout And Capacity Building

The eSAKSHI system has now been fully adopted across all States and Union Territories. To aid its smooth implementation, MoSPI has been conducting training programs, webinars, and interactive workshops tailored to MPs and other stakeholders.

Further, since the 2023 Monsoon Session of Parliament, kiosks have been set up to offer hands-on support to MPs. A dedicated helpdesk is operational during working hours on session days, and extensive guidance materials such as manuals and tutorial videos are also made available on the portal.

Revised Timelines For Timely Execution

As per the updated MPLADS Guidelines of 2023, specific time limits have been mandated for each phase of project processing:

• 45 days for district authorities to approve or decline project recommendations.

• 12 months for implementing agencies to complete sanctioned works (extensions allowed for difficult terrains).

• 18 months for wrapping up projects after the MP’s term concludes.

To ensure adherence, monthly reviews are held with States and UTs, with performance reports tracking delayed approvals, incomplete projects, and pending payments.

By digitizing every stage of MPLADS, eSAKSHI has brought greater accountability and visibility to the fund utilization process. Real-time data helps identify delays or inefficiencies, while digital fund transfers reduce the risk of misuse or procedural bottlenecks.
