Description

Prime Minister Narendra Modi recently unveiled Kartavya Bhavan, marking the first completed structure under the Common Central Secretariat (CCS) initiative, a central part of the broader Central Vista redevelopment plan. This milestone reflects the government's drive to centralize operations, modernize infrastructure, and enhance administrative efficiency by housing multiple ministries within a single, integrated complex.

Centralized And Modernized Governance Vision

Kartavya Bhavan – 03 will now serve as the new home for several key ministries, including:

  • Ministry of Home Affairs

  • Ministry of External Affairs

  • Ministry of Rural Development

  • Ministry of Micro, Small and Medium Enterprises (MSME)

  • Department of Personnel and Training (DoPT)

  • Ministry of Petroleum and Natural Gas

  • Office of the Principal Scientific Advisor

Currently, many ministries operate from older buildings like Shastri Bhawan, Krishi Bhawan, Nirman Bhawan, and Udyog Bhawan constructed between the 1950s and 1970s. These ageing facilities are no longer adequate for contemporary governance needs.

10-Building Secretariat Plan Underway

The Ministry of Housing and Urban Affairs (MoHUA) is leading the construction of 10 new CCS buildings, aimed at accommodating over 50 ministries and departments in a centralized format. This move is expected to streamline operations and significantly reduce administrative delays.

  • CCS 2 and CCS 3 are slated for completion next month.

  • CCS 10 is projected to be ready by April 2026.

  • CCS 6 and CCS 7 are anticipated to finish by October 2026.

Temporary Relocation For Seamless Construction

To support ongoing construction work, Union Minister Manohar Lal Khattar announced temporary relocation plans. Several ministries operating from the aforementioned Bhawans will shift operations to alternate government premises located on Kasturba Gandhi Marg, Minto Road, and Netaji Palace for approximately two years.

However, certain buildings with heritage significance or recent construction, such as the National Museum, National Archives, Jawaharlal Nehru Bhawan, Vanijya Bhawan, and Dr. Ambedkar Auditorium, will be preserved and continue to function as they are.

Central Vista: A Broader Infrastructure Vision

The Central Vista project is one of India’s most ambitious infrastructure undertakings. Beyond the Common Central Secretariat, it includes:

  • A new Parliament House

  • Vice President’s Enclave

  • Redevelopment of Kartavya Path (from Vijay Chowk to India Gate)

  • An Executive Enclave, which will house:

    • The new Prime Minister’s Office (PMO)

    • Cabinet Secretariat

    • India House

    • National Security Council Secretariat

  • In later phases, a new Prime Minister’s residence is also planned.

Towards A Future-Ready Administration

By integrating ministries and departments within a single ecosystem, the Common Central Secretariat aims to promote coordination, eliminate redundant processes, and improve service delivery to citizens. Prime Minister Modi emphasized that this move signifies a forward-looking approach to governance, positioning India to meet the administrative demands of the 21st century.
