During the debate in Parliament, Minister of State for Home Affairs Nityanand Rai emphasized that the situation in Manipur has improved significantly since the imposition of President’s Rule earlier this year. “Peace is returning to Manipur. Since the imposition of President’s Rule, there has been only one fatality and no casualties in the past four months,” Rai informed the House.

He added that law and order is under control, and efforts are ongoing to bridge divides between ethnic communities through dialogue, reconciliation initiatives, and confidence-building measures. The government is determined to lay the foundation for permanent peace and long-term development in the state.

Background: President’s Rule Was Imposed

  • Initial Imposition: President’s Rule was first declared in Manipur on February 13, 2025, citing a breakdown of law and order and administrative paralysis.

  • Parliamentary Approval: Parliament ratified the imposition on April 2, 2025, granting the Centre control for six months.

  • Constitutional Requirement: As per Article 356 of the Constitution, such proclamations require parliamentary approval every six months for continuation.

  • New Extension: With the resolution passed, Manipur will now remain under President’s Rule until February 2026.

Speaker’s Confirmation And Parliamentary Context

Lok Sabha Speaker Om Birla reaffirmed that the House had earlier sanctioned the initial imposition and that this latest resolution simply extends the mandate. “The House had approved President’s Rule in April, and today’s resolution extends central oversight for another six months,” Birla clarified.

Extension Matters For Manipur

The Union government has argued that extending President’s Rule is critical for:

  • Consolidating law and order in the state.

  • Building trust between warring ethnic groups through dialogue.

  • Preventing violence and stopping any relapse into unrest.

  • Creating a conducive environment for peace, reconciliation, and eventual return to democratic governance.

Officials also noted that development projects and humanitarian efforts could be implemented more efficiently under central oversight until conditions are stable enough for normal state administration to resume.
