Israeli Prime Minister Benjamin Netanyahu opposed the two-state solution, citing security concerns, while the United States boycotted the event, calling it “unproductive” and “poorly timed.”

The New York Declaration: A Vision For Peace

The declaration sets out a step-by-step roadmap to end the conflict and halt the war in Gaza. Key elements include:

  • Establishing a demilitarised Palestinian state administered by the Palestinian Authority

  • Creating a transitional administrative committee following a ceasefire

  • Deploying an international stabilisation mission under UN oversight to: Protect civilians, Oversee the handover of security responsibilities, Ensure ceasefire compliance

Global Support And Shifting Political Positions

The plan gained support from France, Saudi Arabia, the EU, the Arab League, and 15 other countries.

Saudi Arabia urged all 193 UN member states to back the declaration ahead of the 80th UN General Assembly.

France and the United Kingdom pledged to recognise a Palestinian state, a notable shift in Western policy. However, the UK tied recognition to Israel agreeing to a ceasefire and starting peace talks within eight weeks.

Condemning Violence On All Sides

In a rare move, Arab states condemned Hamas’s October 2023 attacks that killed about 1,200 Israeli civilians and led to hostage-taking.

The declaration also condemned Israeli strikes on Gaza’s civilian areas and infrastructure, citing the devastating humanitarian toll of the blockade.

The Gaza Health Ministry has reported over 60,000 Palestinian deaths, without distinguishing between fighters and civilians.

Challenges And Road Ahead

The declaration denounces “illegal unilateral actions” undermining the prospect of a Palestinian state—implicitly referencing Israeli settlements and related policies.

The success of the New York Declaration depends on Israel’s cooperation and sustained international commitment.

While the conference showcased an unusual moment of global consensus, strong resistance from key players means the path to lasting peace remains uncertain.
