The Government of India has launched the PM Viksit Bharat Rozgar Yojana (PM-VBRY), a flagship employment-linked incentive programme set to roll out on 1 August 2025. PM-VBRY is aimed at driving job-led economic growth by offering incentives to both first-time employees and employers. The scheme, running from August 2025 to July 2027, is structured into two components:
Part A: Incentives for individuals joining the workforce for the first time.
Part B: Support for employers creating additional jobs.
Part A – Incentives For First-Time Workers
This part focuses on new entrants to the formal workforce who are registered with the Employees’ Provident Fund Organisation (EPFO). Key features include:
Eligible employees with monthly salaries up to Rupees 1 lakh receive an incentive equal to one month’s EPF wage, disbursed in two instalments.
The first instalment is paid after six months of employment, and the second after one year plus completion of a financial literacy programme.
A portion of the incentive is locked in a savings instrument, encouraging long-term saving habits among new workers.
Part B – Support For Employers
Part B incentivises employers to generate more jobs, especially in the manufacturing industry.
Employers registered with EPFO must hire at least two new employees (for firms with under 50 workers) or five (for firms with 50 or more).
Incentives are provided monthly for two years per new employee earning up to Rupees Rupees 1 lakh, with extended benefits for up to four years for the manufacturing sector.
The incentive amount depends on the employee’s salary slab:
Rupees1,000 for wages up to Rupees 10,000
Rupees 2,000 for Rupees 10,001–Rupees 20,000
Rupees 3,000 for wages above Rupees 20,000
Payment And Implementation Framework
For employees (Part A): Payments will be made through Direct Benefit Transfer (DBT) using the Aadhaar Bridge Payment System (ABPS).
For employers (Part B): Incentives will be transferred directly to PAN-linked bank accounts, ensuring transparency and timely disbursal.
