India’s draft National Telecom Policy (NTP) 2025 presents a forward-looking roadmap to transform the telecom sector by 2030. It sets bold targets including doubling annual investments to Rupees 1 trillion, expanding exports of telecom products and services, creating one million new jobs, and upskilling another million to support the digital economy.

Boosting Investment And Economic Growth

A key aim of NTP 2025 is to double the telecom sector’s GDP contribution within five years. This will be achieved by significantly increasing investment in infrastructure, research, and domestic manufacturing. The policy also supports the growth of telecom startups, with a goal to double their presence, fostering innovation and entrepreneurship across the industry.

Network Infrastructure And 5G Expansion

The policy puts strong emphasis on enhancing network infrastructure, setting a target to increase fiberisation of mobile towers from 46% to 80% by 2030. It also plans to cover 90% of the population with 5G services. In line with the Digital India mission, the government aims to bring broadband connectivity to 100 million households and ensure all village-level government institutions are connected.

Bridging Rural-Urban Digital Divide

To enhance digital inclusion, especially in rural areas, the policy introduces measures under the Digital Bharat Nidhi. This includes incentives for telecom companies to expand fixed-line broadband in underserved regions. Additionally, support for small internet service providers (ISPs) is intended to strengthen last-mile connectivity in remote areas.

Strengthening Domestic Manufacturing

To reduce import reliance and promote self-reliance, the draft policy proposes the establishment of telecom manufacturing zones. These zones will provide integrated infrastructure to support the design, development, and production of telecom and networking equipment, paving the way for a robust domestic telecom supply chain.

Innovation, Research, And Skill Development

The policy aims to drive innovation by setting up 30 advanced telecom research labs in institutions such as the IITs. These centres will focus on emerging technologies, helping build a skilled, industry-ready workforce. A boost in R&D investment is also planned to position India as a global hub for telecom innovation.

Enhancing Cybersecurity And Network Safety

Recognising the growing need for secure communication infrastructure, NTP 2025 includes measures to safeguard networks from both quantum and classical computing threats. It advocates for the development of indigenous security tools for endpoint protection and proposes the use of AI and machine learning for real-time cybersecurity monitoring and incident reporting.

Promoting Sustainability In Telecom

The policy outlines a clear goal to cut the telecom sector’s carbon footprint by 30%, reflecting India’s broader climate and sustainability objectives. It encourages the use of energy-efficient technologies and green practices throughout the sector’s operations.
