The Parliamentary Standing Committee on Rural Development and Panchayati Raj has strongly opposed the Union government’s decision to disengage from the National Institute of Rural Development and Panchayati Raj (NIRDPR), based in Hyderabad. In its 10th report tabled in Parliament in July 2025, the committee highlighted the negative implications this move may have on rural development policies, institutional research, and capacity-building efforts.

The NIRDPR, an autonomous body under the Ministry of Rural Development (MoRD), has been instrumental in rural training, research, and policy formulation for over seven decades. Committee’s Concerns On Disengagement

Chaired by Saptagiri Sankar Ulaka, the committee raised serious concerns about the government’s action, calling it a “structural deviation” from India’s long-term rural development goals. The panel warned that such a move could degrade the quality of rural research, reduce institutional accountability, and shift the institute’s focus to short-term consultancy work, disconnecting it from its core mission.

The report pointed to a lack of internal assessment and external consultation before implementing the disengagement strategy. It criticised the declining infrastructure, reduced training effectiveness, and low faculty morale. The committee highlighted persistent administrative issues such as delayed promotions, unresolved disciplinary cases, and loss of institutional leadership over the past four years.

Key Recommendations

To counter these concerns, the panel suggested:

  • Enhanced collaboration between MoRD and NIRDPR through decentralised reforms.

  • Continued central funding and operational autonomy within the MoRD framework.

  • A strategic action plan to reverse the disengagement process.

  • Leadership overhaul to regain faculty confidence and improve governance.

  • Formation of an MoRD-led oversight panel to ensure transparency and efficiency.
