In June 2025, the Department of Administrative Reforms and Public Grievances (DARPG) unveiled the 26th edition of the NeSDA Way Forward report, offering an updated overview of digital service delivery across India’s States and Union Territories (UTs). The report highlights significant advancements in e-governance and accessibility of citizen-centric digital services.

Expansion Of E-Services Across India

As per the latest data, a total of 22,478 digital services are now accessible across the country. The Local Governance and Utility Services category leads with 7,800 offerings. In June 2025 alone, 1,416 new e-services were introduced. Out of 2,124 identified mandatory digital services across 36 States and UTs, 1,677 have been made operational, marking a 79% implementation rate. This reflects consistent progress toward digital inclusivity and service reach.

States Reaching Full Implementation

Eleven States and UTs have crossed 90% coverage in delivering mandatory e-services. Among them, nine States Maharashtra, Gujarat, Kerala, Madhya Pradesh, Uttar Pradesh, Andhra Pradesh, Uttarakhand, Tamil Nadu, and Himachal Pradesh have achieved 100% saturation, fulfilling all prescribed digital service requirements.

Unified Portals For Seamless Access

Many regions have adopted integrated digital service platforms to streamline citizen access. Notable examples include:

• Assam – Sewa Setu

• Jammu & Kashmir – e-UNNAT

• Karnataka – Seva Sindhu

• Kerala – e-Sevanam

• Odisha – Odisha One

• Uttarakhand – Apuni Sarkar

These portals provide centralized access to government services, reducing administrative hurdles and enhancing user experience.

Model Innovations And Best Practices

Maharashtra’s Right to Service Commission has introduced impactful reforms to boost efficiency and citizen satisfaction. Meanwhile, Tripura’s SWAAGAT portal has been spotlighted for its comprehensive approach, offering 54 e-services. Key features include:

• Online applications

• Integrated payment systems

• Real-time status updates

• Transparent processing

These elements have improved turnaround times and fostered trust in the system.

Municipal-Level Digitisation

Urban governance has also embraced digital solutions. Surat’s city portal offers a wide array of services such as property tax payments, document requests, urban planning tools, and service bookings, all via a user-friendly interface. Similarly, Shimla’s digital platform enhances local transparency by providing access to project details, legal guidelines, and citizen charters.

Focus On Northeastern And Hill Regions

The report also features insights from the AAKLAN assessment tool, which focuses on digital governance in Northeastern and Hilly States/UTs. This tool helps pinpoint existing challenges and suggests strategic improvements to ensure equitable access to digital services, supporting the government’s aim of inclusive governance.
