The scheme facilitates building owners in legitimising structures constructed or modified between May 1, 1987, and July 16, 2025, by applying online and paying specified charges.
Coverage And Eligibility
This scheme is applicable to all unauthorised constructions and violations of approved building plans in Puducherry regions. However, certain exceptions exist:
Government properties are exempted from paying any regularisation charges.
Government-aided educational institutions are eligible for a 50% fee concession for mixed-use and multi-storeyed buildings.
Structures lacking valid title deeds, those built on encroached government land, or located adjacent to ongoing development projects will not be considered for regularisation.
Application Procedure
Eligible property owners must submit their applications within one year of the scheme’s official notification. The application process is fully online and requires documents such as sanctioned building plans, structural safety certificates, and existing permits. To streamline the process, the National Informatics Centre (NIC) has developed an Online Building Permission System (OBPS). During the application review, actions such as service disconnections or demolition will be temporarily halted.
Fee And Charges Structure
Application Fee (non-refundable):
Rupees 5,000 for residential buildings
Rupees 10,000 for all other types
Scrutiny Charges:
Rupees 20 per square metre for residential use
Rupees 50 per square metre for commercial or non-residential use
Regularisation Charges:
Rupees 500 per sq.m for residential buildings
Rupees 750 per sq.m for mixed-use or special category buildings
Rupees 1,000 per sq.m for multi-storeyed buildings
Safety Norms And Approvals
The Town and Country Planning Department will thoroughly review each application to ensure compliance with essential building safety standards. These include:
Sufficient road width
Proper parking provisions
Installation of fire safety systems, elevators, and disabled-friendly facilities
Adoption of green building features like solar water heaters
Only structures that meet these baseline safety criteria will be considered for regularisation.

Property owners with unauthorised constructions will receive official notices within six months from the date of notification. The revenue generated through fees will be channelled into a dedicated infrastructure development fund to support better urban planning in Puducherry. This initiative is expected to legalise thousands of buildings, improving city governance and reducing legal uncertainties.
