The Government of India has unveiled the National Standards for Civil Service Training Institutes 2.0 (NSCSTI 2.0) to modernise and reform civil service training nationwide. This enhanced framework aims to foster innovation, collaboration, and excellence within public administration while promoting a citizen-focused and future-ready bureaucracy.

The updated framework was officially introduced by Union Minister Dr Jitendra Singh at the Civil Services Officers Institute. Designed by the Capacity Building Commission (CBC), NSCSTI 2.0 forms part of the broader Mission Karmayogi initiative. The Minister highlighted the need to remove silos between government and private sectors to adopt effective practices across all domains. The standards are intended to promote both cooperative and competitive federalism across civil service training institutes.
Key Features Of NSCSTI 2.0 Framework
The revamped framework reduces the number of evaluation indicators from 59 to 43, focusing more on outcome-based assessments rather than procedural checklists. It supports a diverse range of institutions across the Central, State, and Urban Local Body levels, offering flexible, inclusive implementation.
Modern training tools such as hybrid learning platforms, AI-based methodologies, and integration of Indian Knowledge Systems, the Karmayogi Competency Model, and Amrit Gyaan Kosh are key features. These elements aim to build comprehensive training experiences that align with evolving governance needs.

NSCSTI 2.0 promotes a culture of self-assessment, innovation, and continuous improvement among training institutes. Over 195 institutes have already been accredited under the previous framework, reflecting wide acceptance and the drive for quality enhancement in training systems.
