Description

The Union Cabinet has given the green light to the Prime Minister Dhan-Dhaanya Krishi Yojana (PMDDKY) in 2025. This ambitious programme targets the transformation of 100 identified districts by aligning 36 existing schemes from 11 different ministries. With a financial outlay of Rs 24,000 crore annually, the scheme is set to run for six years, beginning in the 2025-26 financial year. The focus is on enhancing agricultural output, sustainability, and access to credit in selected regions.

Implementation Strategy

Under PMDDKY, every chosen district will craft a District Agriculture and Allied Activities Plan—a comprehensive development blueprint prepared by the District Dhan Dhaanya Samiti, chaired by the District Collector and including progressive farmers. These plans will align with broader national objectives, including crop diversification, organic farming, soil health improvement, water management, and self-reliant agriculture.

The scheme will be supervised at the district, state, and national levels. Central Nodal Officers will conduct field visits for on-ground assessment. Agricultural universities will provide technical support to ensure scientific and practical implementation.

Scheme Convergence And Coordination Model

PMDDKY is designed to integrate 36 central schemes across 11 ministries, ensuring better coordination and eliminating overlap. Its framework draws inspiration from the Aspirational Districts Programme (ADP), which aimed at holistic development of 112 backward districts since 2018.

Similar to ADP, PMDDKY emphasises joint efforts from district administrations, state governments, and central ministries. It also introduces a performance-based district ranking system to promote competitive progress and drive results.

Monitoring Mechanism And Real-Time Evaluation

To evaluate the progress of PMDDKY, a set of 117 Key Performance Indicators (KPIs) will be used. These KPIs span across agriculture and allied sectors. A digital dashboard will facilitate real-time monitoring, with district-level rankings updated on a monthly basis to foster transparency and encourage accountability. NITI Aayog will play a pivotal role in capacity building and monitoring efforts.

Core Objectives And Anticipated Impact

The scheme is built around five primary goals:

  • Boosting agricultural productivity

  • Encouraging crop diversification and sustainable farming practices

  • Strengthening local post-harvest storage infrastructure

  • Expanding irrigation systems

  • Improving access to both long-term and short-term agricultural credit

PMDDKY is expected to increase value addition in agriculture, enhance rural livelihoods, and support the larger goal of Atmanirbhar Bharat (Self-Reliant India). Targeted improvements in these 100 districts could significantly influence the overall national agricultural landscape.

Selection Criteria For Target Districts

Districts are chosen based on three indicators:

  • Low levels of agricultural productivity

  • Moderate cropping intensity (number of crop cycles per year)

  • Limited access to agricultural credit

Each state and Union Territory will have at least one district included. The total number of districts per state is determined by factors such as net sown area and operational landholdings, ensuring that areas with untapped agricultural potential are prioritised.
