The Himachal Pradesh government has rolled out the ‘My Deed’ pilot project under the National Generic Document Registration System (NGDRS), aiming to digitize and streamline land registration procedures. This initiative is designed to enhance accessibility and minimize the need for repeated visits to government offices, marking a significant move toward digital governance.
Key Features Of NGDRS Pilot
The pilot is being implemented in ten selected tehsils across the state. Through this system, citizens can apply for property registration online around the clock. It requires just one in-person visit to the tehsil office, significantly reducing the bureaucratic burden on landowners and speeding up the registration process.
Digitization Efforts In Revenue Department
In addition to the NGDRS rollout, several other digital services have been introduced to improve administrative efficiency:
A simplified Jamabandi format is now available in easy-to-understand Hindi, replacing older languages such as Urdu and Farsi.
The e-Roznamcha Vakyati system allows Patwaris to digitally maintain their daily diaries.
Kaarguzari, a tool for online attendance and task reporting, has been launched for revenue department staff.
These measures are expected to foster greater transparency and responsiveness within the department.
Objectives Behind Reforms
The overarching goal of these reforms is to establish a digital-first approach in governance—ensuring services are paperless, presence-less, and cashless. Citizens can access most land-related services from home, eliminating the need for frequent office visits and ensuring a citizen-friendly experience.
Future Digital Integrations Planned
The Chief Minister has instructed the Department of Digital Technologies and Governance and NIC to accelerate the deployment of more digital tools:
A digitally signed Jamabandi will soon be made available, reducing the need for physical visits to obtain land record copies.
A digital revenue court management system is in the works, enabling online petition filing and case tracking.
Integration of the mutation register with the Jamabandi database will help in real-time record updates.
Administrative Initiatives For Better Land Record Management
Deputy Commissioners have been tasked with proactively implementing these digital reforms. The new ‘Khangi Takseem’ initiative aims to simplify records of jointly held properties. The concept of ‘Single Khata, Single Owner’ is also being promoted to make land ownership details more straightforward and transparent.
