The National Achievement Survey (NAS) 2025 has revealed a notable transformation in India’s education scenario, with Himachal Pradesh making a dramatic leap from 21st position in 2021 to being among the top five performers. While Punjab and Kerala continued to secure their strong positions, Himachal's upward movement by 16 ranks has sparked significant interest, highlighting a revival in its public schooling system.
Understanding National Achievement Survey (NAS)
NAS, conducted every three years by the Ministry of Education, is a large-scale national assessment aimed at evaluating learning outcomes in government and government-aided schools. It examines students from Classes 3, 5, 8, and 10, focusing primarily on subjects such as language, mathematics, and science. The survey serves as a critical tool for guiding state-level education policies. However, it focuses mostly on quantifiable academic performance, leaving out crucial aspects like critical thinking, emotional intelligence, civic understanding, and educational equity.
Himachal Pradesh's Educational Revival
The recent surge in Himachal Pradesh's performance marks a significant recovery for a state that once led in public education but saw a decline after liberalisation. A weakened public school system affected by inadequate teacher recruitment and declining academic quality led to a migration towards private institutions, even in rural areas.
Key Reforms Fueling Change
Under the leadership of Chief Minister Sukhvinder Singh Sukhu, Himachal Pradesh has implemented a series of impactful reforms. Recognising changing demographics such as declining student enrolment, the state merged over 1,000 low-enrolment schools, allowing for more efficient teacher deployment and infrastructure use.
A major structural change unified all schools under a single directorate, improving coordination. Decentralised decision-making, exposure to national and international platforms for teachers and students, and a cluster-based school management approach helped promote resource sharing and community involvement.
Limitations Of NAS Approach
Despite the progress reflected in test scores, NAS has its limitations. It does not account for social-emotional development, quality of teacher-student interactions, or community engagement. Solely relying on academic data to measure educational quality could present an incomplete picture. Himachal Pradesh’s performance should be seen as a milestone in rebuilding trust in public education, not as a conclusive measure of holistic success.
Sustaining Progress: The Road Ahead
To maintain momentum, the state needs to focus on regularising teacher appointments and expanding the scope of student assessments beyond academics. Addressing the needs of rural and marginalised communities and ensuring continued political and administrative backing will be crucial for building a resilient and inclusive education system.
