Description
In a major initiative to boost digital livelihoods and women empowerment, the Andhra Pradesh government launched the 'Digi-Lakshmi' scheme on June 30, 2025. The scheme focuses on equipping urban poor women with the tools and training needed to operate as digital service providers through Common Service Centres (CSCs). A total of 9,034 digital kiosks are planned to be established across all Urban Local Bodies (ULBs) in the state.
About Digi-Lakshmi Scheme
The Digi-Lakshmi programme aims to transform Self-Help Group (SHG) women into digital entrepreneurs by enabling them to run ATOM Kiosks smart digital centres that provide a wide range of government-to-citizen (G2C) services. These kiosks will offer access to nearly 250 public services, including bill payments, certificate applications, and welfare scheme registrations. The initiative operates under the umbrella of the ‘One Family, One Entrepreneur’ (OF-OE) vision, promoting entrepreneurship at the household level.
Eligibility Criteria For Women Entrepreneurs
To qualify as operators of these digital kiosks, SHG women must fulfill the following conditions:
Be between 21 and 40 years of age
Be married and permanently residing in the respective locality
Have been a member of an SHG for at least three years
Possess a graduate degree along with basic digital and technical literacy
Selected candidates will receive dedicated training and ongoing support through the Mission for Elimination of Poverty in Municipal Areas (MEPMA). Additionally, the state will facilitate access to loans ranging from ?2 lakh to ?2.5 lakh for setting up the service centres.
Government Oversight And Implementation
The Municipal Administration and Urban Development (MA&UD) Department is spearheading the initiative. Implementation has been formalised through Government Order G.O. MS. No. 117, issued by Principal Secretary S. Suresh Kumar. The Mission Director of MEPMA has been tasked with managing the execution and operational aspects of the scheme.
