In a significant stride toward enhancing India’s disaster preparedness, the Union Minister of Jal Shakti recently launched the C-FLOOD platform a cutting-edge, integrated system for flood forecasting and management. The initiative aims to revolutionize how authorities predict, monitor, and respond to flood-related emergencies, especially in vulnerable river basin regions.

About C-FLOOD Platform

C-FLOOD stands for a Unified Inundation Forecasting System designed to provide early and accurate flood warnings. This web-based platform offers inundation forecasts up to two days in advance, delivering insights right down to the village level. Through flood inundation maps and predicted water levels, the system enables better planning and timely responses by local and national disaster management authorities.

Development And Collaborations

The platform has been jointly developed by:

  • Centre for Development of Advanced Computing (C-DAC), Pune

  • Central Water Commission (CWC) under the Department of Water Resources, River Development & Ganga Rejuvenation (DoWR, RD & GR), Ministry of Jal Shakti

The initiative is part of the National Supercomputing Mission (NSM), which is jointly spearheaded by the Ministry of Electronics and Information Technology (MeitY) and the Department of Science and Technology (DST). This multi-agency collaboration reflects the government's commitment to leveraging high-performance computing (HPC) and scientific innovation for better disaster management infrastructure.

Key Features Of C-FLOOD

  • Village-Level Forecasting: Provides highly localized forecasts of flooding and water level surges.

  • Advance Warning: Issues alerts up to 48 hours ahead of time, giving communities and officials a critical lead in flood response.

  • Integrated Decision-Support System: Aggregates flood modelling outputs from various national and regional agencies into a single unified platform.

  • Real-Time Inundation Maps: Offers dynamic visualization tools for flood extent and depth using 2-D hydrodynamic models.

  • Multi-Basin Coverage: Currently operational in the Mahanadi, Godavari, and Tapi river basins, with plans to expand to additional regions in a phased manner.

Technical Backbone

At the core of C-FLOOD’s functionality is advanced two-dimensional hydrodynamic modelling, which simulates different flood scenarios based on rainfall, terrain, and river flow data. These simulations for the Mahanadi Basin are processed using High-Performance Computing (HPC) resources housed at C-DAC Pune.

For the Godavari and Tapi Basins, flood modelling outputs are integrated from systems developed by the National Remote Sensing Centre (NRSC), which works under the National Hydrology Project (NHP).

C-FLOOD is a transformative tool for flood risk mitigation in India. By providing precise and timely flood forecasts, the platform strengthens national capabilities in disaster preparedness, response, and resilience particularly in the face of climate change-induced extreme weather events.
