The Department of Telecommunications (DoT), in collaboration with the National Disaster Management Authority (NDMA), is conducting nationwide trials of a new Cell Broadcast (CB) technology to enhance real-time communication during emergencies. This initiative is part of India's broader efforts to strengthen its disaster response mechanisms.
About Cell Broadcast System
Cell Broadcast is a mobile communication technology that allows telecom providers to send area-specific messages directly to mobile devices. Unlike traditional SMS, which targets individual numbers, CB messages are simultaneously transmitted to all mobile phones within a defined geographical zone, ensuring faster and more efficient delivery even during network congestion.
Purpose And Implementation In India
India is adopting this system to issue urgent alerts during natural and man-made disasters, such as:
Earthquakes
Tsunamis
Lightning events
Industrial accidents
The Centre for Development of Telematics (C-DOT) is developing the system indigenously to ensure local adaptability and resilience. Once operational, CB messages will be delivered in multiple Indian languages, promoting inclusivity and ensuring that vital information reaches every citizen promptly.
How It Differs From SMS-Based Systems
While India already uses the SACHET alert system, which has sent over 6,899 crore SMS alerts in 19 Indian languages across all 36 States and Union Territories, Cell Broadcast technology offers several advantages:
Faster delivery in critical situations
Network-independent functioning, even when telecom networks are overloaded
Simultaneous reach to all users in the targeted area
SACHET itself is based on the Common Alerting Protocol (CAP), recommended by the International Telecommunication Union (ITU), and will continue to complement the CB system.
