In 2025, the Union Cabinet approved the Employment Linked Incentive (ELI) Scheme as a strategic measure to generate large-scale employment and enhance youth employability, with a strong focus on the manufacturing sector. With an allocated budget of Rupees 2 lakh crore, the scheme is part of a broader plan to support 4.1 crore youth and aims to create over 3.5 crore new jobs within two years.
Components Of ELI Scheme
The ELI Scheme is structured into two components Part A for first-time employees and Part B for employers to provide targeted financial support and promote job creation.
Part A: Incentives for New Employees
Under this section, individuals registering for the first time with the Employees’ Provident Fund Organisation (EPFO) can receive financial support equal to one month’s wages, with a cap of Rupees 15,000. The incentive is disbursed in two instalments:
The first instalment is released after six months of continuous employment.
The second instalment is provided after completing 12 months of service and a financial literacy programme.
To promote savings, part of the incentive will be placed in a fixed deposit account under the employee’s name.
Part B: Support for Job Providers
Employers hiring new workers are eligible for financial support of up to Rupees 3,000 per month per employee, as long as the individual earns Rupees 1 lakh or less per month. These benefits are offered for a duration of two years and may be extended for manufacturing sector employers. The eligibility is based on hiring a specific number of new workers, determined by the employer's current workforce size.
Eligibility And Conditions
Employee Salary Limit: Up to Rupees 1 lakh per month.
Employer Requirement: Must be EPFO-registered and maintain employment for at least six continuous months.
Wage Slab Incentives: Vary depending on the employee’s income.
Disbursement Process
For Employees: Payments will be made via Direct Benefit Transfer (DBT) using the Aadhaar Bridge Payment System (ABPS), ensuring efficient and secure fund transfers.
For Employers: The incentive will be credited to PAN-linked bank accounts, facilitating a transparent and accountable payment process.
Projected Impact
The ELI Scheme is poised to formalise employment, especially among India’s youth, and extend social security benefits to a wider section of the workforce. It is expected to significantly accelerate job creation, particularly in the manufacturing sector, and support India’s broader economic development goals by fostering a more inclusive labour market.
