The Election Commission of India (ECI) has initiated a special intensive revision of the electoral rolls in Bihar in preparation for the upcoming state assembly elections. The initiative seeks to update voter records and ensure their accuracy, particularly for electors whose names have been missing from the rolls since 2003. Such voters are required to submit documents proving their eligibility.
Revision Process And Eligibility Criteria
The exercise targets all individuals born before July 1, 1987, who must now present proof of birth details. Those born between July 1, 1987, and December 2, 2004, need to submit evidence from at least one parent. For those born after December 2, 2004, documentation from both parents is mandatory. These classifications align with provisions under the Citizenship Act, 1955.

The revision is being conducted under the Representation of the People Act, 1950, which empowers the ECI to undertake such updates. The last similar intensive revision in Bihar was conducted in 2003. The process begins with the distribution of pre-filled enumeration forms by Booth Level Officers (BLOs), who will conduct home visits. The draft electoral roll will be published on August 1, after which citizens will have time until September 1 to raise claims or objections. The final electoral roll is scheduled to be released on September 30.

To ensure transparency, all documents provided by electors will be uploaded on the ECINET mobile application, developed by the ECI. This digital system ensures thorough documentation and verification while maintaining privacy only authorised election officials will have access to the uploaded records.
Role Of Political Parties And Booth-Level Monitoring
The ECI has called upon political parties to play an active role during the revision. Parties may designate Booth Level Agents (BLAs) to oversee and support the process, helping to identify errors and uphold the credibility of the updated rolls.

The Commission is aware of potential issues like voter duplication and roll discrepancies. Measures have been put in place to resolve such anomalies early in the revision stage, reducing the need for corrections or appeals later.
Updates To EVM And VVPAT Procedures
Alongside the roll revision, the ECI has also introduced new protocols for EVMs and VVPATs. Discrepancies found during mock polls will now be logged and counted separately. Additionally, failure to erase mock poll data will attract disciplinary action against the responsible election officials.
