India has taken a significant step towards strengthening its maritime economy with the launch of the Sagarmala Finance Corporation Limited (SMFCL). This new financial entity is set to play a key role in bridging funding gaps within the maritime sector, supporting the government’s ambition to make India a global maritime powerhouse by 2047.
From Development Company To Financial Corporation
Previously operating as Sagarmala Development Company Limited, the entity has now been transformed into a Non-Banking Financial Company (NBFC). The change was formalized following its registration with the Reserve Bank of India (RBI) on June 19, 2025. Now classified as a Mini Ratna, Category-I Public Sector Enterprise, SMFCL has been given a stronger financial and operational role in advancing maritime development.
Mission And Objectives
The core objective of SMFCL is to offer customized financial services to a broad range of stakeholders within the maritime domain, including:
Port authorities
Shipping companies
MSMEs and startups
Maritime educational and training institutions
This transformation is in line with the Maritime Amrit Kaal Vision 2047, a long-term strategic roadmap for India’s maritime sector.

Financial Strength And Lending Capability
SMFCL begins with a Tier-1 capital base of Rupees 680 crore, which enables it to raise up to Rupees 3,400 crore through external borrowing. This robust capital structure allows the corporation to partner with lending consortia and extend funding to large-scale, capital-intensive maritime projects.
