The Union Ministry of Rural Development (MoRD) has rolled out a new initiative to enhance road maintenance under the Pradhan Mantri Gram Sadak Yojana (PMGSY). The latest move involves affixing QR codes to maintenance information boards along roads constructed under the scheme, allowing users to give direct feedback on road conditions.
About PMGSY
Launched on December 25, 2000, PMGSY is a flagship programme aimed at improving rural road infrastructure. Initially, the focus was on providing connectivity to previously unconnected villages. Over the years, the programme expanded to include regions affected by Left Wing Extremism and to ensure all-weather road access across rural India.
Phases Of PMGSY Implementation
Phase I (2000): Focused on connecting remote and unconnected habitations.
Phase II (2013): Aimed at upgrading and strengthening existing rural roads.
Phase III (2019): Expanded the reach and quality of road networks.
Phase IV (2024): Approved in September 2024, this phase targets 25,000 additional habitations lacking road connectivity.
Infrastructure Targets And Funding
The current phase of PMGSY has set a target of constructing 62,500 km of rural roads with an allocated budget of ?70,125 crore for the period 2024–25 to 2028–29. Since 2015–16, funding has followed a 60:40 split between the central and state governments.
Road Maintenance Mechanism
Under PMGSY, roads are maintained by the original contractors for five years post-construction. The e-MARG system (Electronic Maintenance of Rural Roads under PMGSY) enables digital monitoring and assessment of road quality through regular inspections. The National Rural Infrastructure Development Agency (NRIDA) supervises this process.
Integration Of QR Code Technology
The newly introduced system involves placing unique QR codes on the maintenance display boards of each PMGSY road. Road users can scan these codes using their smartphones to view information about the specific road and submit feedback or report issues. This input is automatically integrated into the e-MARG platform.
Leveraging AI And ML
The government plans to utilize Artificial Intelligence (AI) and Machine Learning (ML) to analyze the images of roads submitted by users. These technologies will assist in objective performance assessments and help identify areas needing urgent repairs, making the system more transparent and data-driven.
Promoting Citizen Engagement
The initiative promotes public participation in infrastructure governance by empowering residents to monitor road quality and report maintenance concerns. Early trials of this model have shown promising results, setting the stage for a nationwide rollout to improve accountability and efficiency in rural road maintenance.
