On June 20, 2025, Prime Minister Narendra Modi unveiled a transformative development package for Odisha during his visit to Bhubaneswar, signaling a new chapter in the state's economic and infrastructural growth. With over Rupees 18,600 crore allocated to more than 100 projects, the PM also released the Odisha Vision Document, outlining a bold roadmap for the state’s economic rise.

This was PM Modi’s sixth visit to Odisha since the BJP government assumed office in the state in June 2024, emphasizing the Centre’s commitment to Odisha’s rapid development.

Key Announcements And Sectoral Investment

The newly launched projects cut across several priority areas:

  • Water and Irrigation: Strengthening rural drinking water supply and irrigation facilities to improve agriculture and daily livelihoods.

  • Healthcare Infrastructure: New hospitals and wellness centres across districts to expand medical access.

  • Transportation & Connectivity: Development of rural roads, bridges, and national highways to improve mobility and economic access.

  • Railways: Inauguration of the first passenger train to Boudh district via the new Sonepur–Purunakatak railway line. Launch of the third and fourth railway lines between Sarla Sason and the fourth line between Jharsuguda–Jamga.

  • Urban Mobility: Flagged off 100 electric buses under the Capital Region Urban Transport (CRUT) scheme to promote eco-friendly transportation in Odisha’s urban areas.

Odisha Vision Document 2047: Economic Ambition With Cultural Roots

The PM unveiled the Odisha Vision Document, a comprehensive economic roadmap built on public consultation. Its major economic targets are:

  • By 2036 (marking 100 years of Odisha’s formation): Achieve a $500 billion state economy.

  • By 2047 (India’s 100th year of Independence): Expand into a $1.5 trillion economy.

The blueprint emphasizes inclusive development, sustainable infrastructure, job creation, and a revival of Odisha’s cultural legacy.

Baraputra Aitihya Gram Yojana: A Cultural Revival Plan

PM Modi also launched the Baraputra Aitihya Gram Yojana, a heritage initiative aimed at preserving the legacy of legendary Odia personalities by transforming their birthplaces into cultural heritage zones. The scheme will:

  • Build museums, statues, libraries, and interpretation centres.

  • Promote cultural tourism and increase awareness of Odisha’s historical icons.

Women Empowerment Through Lakhpati Didi

In a move to highlight grassroots economic development, PM Modi honoured women self-help group (SHG) members under the Lakhpati Didi initiative. This national programme, run by the Ministry of Rural Development, supports women in achieving sustainable incomes of ?1 lakh and above per year through skill-based activities and entrepreneurship.

The visit also included a Tiranga Yatra and a vibrant roadshow, drawing huge public support. This was Modi’s first visit post-‘Operation Sindoor’, symbolizing both political momentum and emotional connect with the people of Odisha.
