On June 18, 2025, the Union Ministry of Education released the Performance Grading Index (PGI) 2.0, evaluating the performance of states and Union Territories in school education. The latest report presents a nationwide assessment of educational access, quality, infrastructure, and governance, highlighting that no state has yet reached the top grading bracket.

About Performance Grading Index (PGI)

The PGI 2.0 is a framework designed to assess school education systems on a comprehensive scale of 1,000 points. It includes a range of parameters, such as:

  • Learning outcomes

  • Access and equity

  • School infrastructure

  • Teacher education and training

  • Governance processes

Despite progress in some areas, no state or UT scored in the highest grade range of 761 to 1,000 points, pointing to significant room for enhancement across the board.

Top Performer: Chandigarh

Chandigarh emerged as the best-performing region with a score of 719, earning a place in Grade Prachesta-1 (701–760 points). This reflects consistent improvement in key educational indicators and governance.

Performance Across Other States

A group of 10 states and UTs, including Punjab and Delhi, were placed in Prachesta-3 (581–640 points). Meanwhile, Meghalaya recorded the lowest score of 417, placing it in Akanshi-3 (401–460), suggesting significant challenges in its education system.

States like Telangana and Assam fell under the Akanshi-2 category (461–520), highlighting a moderate level of performance but with much ground to cover for improvement.

Access And Retention Indicators

Access to education was evaluated using metrics such as student enrolment rates, retention, and progression to higher grades. Notably, Bihar and Telangana made commendable gains in improving access and continuity in schooling.

Infrastructure Development

The report also assessed physical and digital infrastructure in schools, focusing on essentials like:

  • Functional toilets

  • Clean drinking water

  • Library and laboratory facilities

  • Internet connectivity

Delhi, Jammu & Kashmir, and Telangana were identified as the most improved regions in terms of school infrastructure when compared to previous PGI cycles.

Calculating Score

Each educational indicator is scored by multiplying the proportionate achievement by the assigned weightage. For example, if 50% of Grade 5 students attain proficiency in Mathematics, and the indicator carries a weight of 20, the resulting score would be 10 (20 × 0.5).

While some states have made progress, the report underlines the urgent need for policy reforms, targeted investments, and capacity-building to uplift underperforming regions and ensure equitable quality education for all.
