The European Commission has unveiled a new proposal aimed at enforcing a legally binding prohibition on the import of Russian natural gas and liquefied natural gas (LNG) into the European Union by 2027. This move is part of the EU's broader strategy to reduce dependence on Russian energy resources, a shift accelerated by the geopolitical crisis triggered by Russia’s military actions in Ukraine in 2022.

Phased Implementation Timeline

The proposed ban is structured in stages to allow member states time to adjust:

  • From January 1, 2026: No new contracts for Russian gas or LNG will be permitted if signed after 2025.

  • From June 17, 2026: Short-term agreements (under one year) signed before June 17, 2025, will be outlawed.

  • From January 1, 2028: All long-term Russian gas and LNG supply contracts will be phased out entirely, marking a complete exit from Russian energy dependence.

Legal Mechanism And Approval Strategy

Unlike typical EU sanctions that require unanimous support, this proposal will be passed using a reinforced qualified majority, reducing the influence of dissenting countries such as Hungary and Slovakia. It will also legally enable companies to activate “force majeure” clauses, allowing them to cancel existing contracts due to unexpected external factors.

Concerns From Member States

Hungary and Slovakia, both heavily reliant on Russian gas, have expressed concerns about energy affordability and supply stability. Although these nations oppose full sanctions, the Commission’s plan gives them until the end of 2027 to align with the new directive and phase out their contracts, including those of short duration.

Alternative Energy Sources And Supply Shifts

To replace Russian supplies, the EU is ramping up efforts to diversify its energy mix. Although the bloc can import up to 250 billion cubic metres of LNG annually, only a fraction of that capacity was used in the previous year. Increased LNG imports from the United States are anticipated, partly due to diplomatic momentum from Washington. EU member states such as France, Belgium, Spain, and the Netherlands have already voiced support for the transition to alternative suppliers.

Economic And Legal Challenges

European energy companies may face significant hurdles while terminating contracts. Legal liabilities such as penalties or arbitration claims could arise, especially from existing long-term deals. To enforce the new rules, the Commission has mandated that all contractual information be disclosed to national customs bodies.

In addition, the cost of replacing Russian gas remains a pressing concern. Russian supplies were previously offered at lower prices, and alternative energy imports could result in increased costs for both consumers and industries.

Extended Energy Strategy

While the current focus is on phasing out gas, the EU has already imposed sanctions on most Russian crude oil imports, with certain exemptions still in place for Hungary and Slovakia. The Commission has advised these nations to develop national strategies aimed at reducing oil dependence by 2027. Further discussions may also explore restrictions on Russian nuclear fuel, which remains another critical component of Europe’s energy mix.
