About Blue NDC Challenge

The Blue NDC Challenge is a pioneering global campaign initiated by France and Brazil, calling on all nations to explicitly integrate ocean-based climate solutions into their updated Nationally Determined Contributions (NDCs). These updates are expected ahead of the upcoming COP30 climate summit, which is scheduled to take place in Belém, Brazil, in 2025.

This ocean-focused initiative has already secured support from six additional countries:

  • Australia

  • Fiji

  • Kenya

  • Mexico

  • Palau

  • Republic of Seychelles

The initiative receives institutional support from several major environmental organizations, including:

  • Ocean Conservancy

  • Ocean & Climate Platform

  • World Resources Institute (WRI)
    (via the Ocean Resilience and Climate Alliance (ORCA))

It has also been officially endorsed by WWF-Brazil, enhancing its credibility and global outreach.

Oceans are essential regulators of the Earth’s climate they absorb over 25% of global CO? emissions and 90% of excess heat generated by greenhouse gases. Despite this critical role, marine ecosystems and coastal communities often remain underrepresented in national climate policies. The Blue NDC Challenge aims to correct this imbalance by ensuring that countries commit to specific, actionable goals for marine protection, sustainable blue economies, and coastal adaptation.

Understanding NDCs

Nationally Determined Contributions (NDCs) are key components of the Paris Agreement, which was adopted during COP21 in Paris, France, on December 12, 2015, and ratified by 195 Parties. NDCs represent each country’s official climate plan, detailing actions to:

  • Reduce greenhouse gas emissions

  • Adapt to the impacts of climate change

  • Contribute to the global objective of limiting temperature rise

Under the Paris Agreement, countries pledged to:

  • Keep the rise in global average temperature well below 2°C above pre-industrial levels.

  • Pursue efforts to limit the temperature increase to 1.5°C, which is crucial for minimizing catastrophic climate impacts.

The Road Ahead To COP30

With COP30 scheduled to be held in Brazil, the Blue NDC Challenge serves as a timely call to action.
