The Prime Minister of India recently delivered a keynote address at the International Conference on Disaster Resilient Infrastructure (ICDRI), held on June 6–7, 2025, in Nice, France. The event was organised by the Coalition for Disaster Resilient Infrastructure (CDRI), a global initiative spearheaded by India and based in New Delhi. The conference brought together global leaders, infrastructure experts, and policymakers to deliberate on building climate-resilient and disaster-proof infrastructure systems worldwide.
About Coalition For Disaster Resilient Infrastructure (CDRI)
The CDRI was launched in 2019 by the Government of India in collaboration with the United Nations Office for Disaster Risk Reduction (UNDRR). It functions as a multi-sectoral international partnership committed to strengthening the resilience of infrastructure systems against natural disasters and climate-induced risks.
This coalition acts as a global platform bringing together national governments, UN agencies, multilateral development banks, academic institutions, private companies, and civil society organisations to foster innovation and best practices in disaster-resilient infrastructure.
Key Objectives And Vision
CDRI seeks to mainstream disaster resilience in infrastructure development across the globe by encouraging inclusive, sustainable, and risk-informed investment strategies. The primary aim is to reduce vulnerabilities and enhance adaptive capacities, especially in disaster-prone regions.
Its long-term mission includes:
Mobilising approximately USD 10 trillion in investments by 2050 towards building and retrofitting infrastructure to withstand natural hazards and climate impacts.
Improving livelihoods, environmental health, and human well-being for over 3 billion people across the globe.
Supporting global efforts in achieving the Sustainable Development Goals (SDGs), particularly those related to access to clean water, energy, transportation, healthcare, and safe housing.
Governance And Organisational Structure
CDRI operates through a structured governance mechanism:
Governing Council: Comprising representatives from all member countries and partner organisations, it convenes annually to set strategic direction.
Executive Committee: Responsible for policy implementation and oversight, meeting twice a year.
Secretariat: Headquartered in New Delhi, the Secretariat is headed by the Director General and manages the day-to-day affairs of the coalition.
The initiative is voluntarily funded by contributions from its members, enabling it to remain flexible and responsive to global disaster management needs.
Membership And Global Presence
As of 2025, CDRI has grown to include 46 member nations and 8 key partner organisations. These members span both developed and developing nations, showcasing a shared commitment to building resilient infrastructure globally. The coalition has launched multiple global programs focused on technical cooperation, capacity building, knowledge exchange, and disaster risk modeling.

The ICDRI 2025 in Nice served as a high-level platform for dialogue and collaboration on disaster risk reduction and climate adaptation in infrastructure.
