On June 9, 2025, the Government of India introduced significant revisions to the Special Economic Zones (SEZ) Rules, 2006, aiming to encourage investment in the semiconductor and electronic component sectors. These regulatory changes, spearheaded by the Ministry of Commerce and Industry, are part of a broader strategy to position India as a global hub in the semiconductor supply chain and attract high-value manufacturing ventures.
Major Changes In SEZ Regulations
A key reform includes the reduction of minimum land area required for establishing semiconductor-focused SEZs. The threshold has been lowered from 50 hectares to 10 hectares, making it more feasible for smaller enterprises to set up operations within SEZs.
Additionally, SEZ-based companies are now permitted to sell goods in the domestic market, provided they pay the applicable duties. This is a shift from the previous model, which primarily focused on exports, thereby expanding the business potential of SEZ units.
Land Norms Eased
The updated rules also allow the Board of Approval for SEZs to grant relaxation on encumbrance-free land requirements in certain situations particularly when the land is either mortgaged or leased to central or state governments. This amendment aims to remove land acquisition hurdles, accelerating the setup of new high-tech zones.
Financial Adjustments For Greater Investment
To improve the financial appeal of SEZ projects, the amendments now include the value of free-of-cost supplied goods in the calculation of Net Foreign Exchange (NFE). This revision is expected to support capital-intensive industries by improving their financial metrics and investment potential.
New SEZ Projects Approved
Following the implementation of these regulatory changes, the Board of Approval has cleared two major SEZ proposals:
Micron Semiconductor Technology India will invest Rupees 13,000 crore in a semiconductor manufacturing facility in Sanand, Gujarat.
Hubballi Durable Goods Cluster Pvt. Ltd., affiliated with the Aequs Group, is set to invest Rupees 100 crore in an electronics component SEZ in Dharwad, Karnataka.
Both projects are projected to generate a large number of skilled employment opportunities.
Anticipated Impact
These regulatory reforms are expected to significantly boost high-tech manufacturing in India. By attracting investments and simplifying land and financial norms, the government aims to develop a robust semiconductor ecosystem, improve technological capabilities, and create high-skilled jobs. The changes mark a strategic move toward making India a key player in the global electronics and semiconductor industry.
