Description

The Government of India has recently updated the operational procedures for the Foreigners Identification Portal (FIP), a key component of the National Automated Fingerprint Identification System (NAFIS). Under the revised guidelines, States and Union Territories have been instructed to utilize fingerprint scanners available within districts through the District Police Module (DPM) of the Immigration, Visa, and Foreigners Registration Tracking (IVFRT) system.

About National Automated Fingerprint Identification System (NAFIS)

The National Automated Fingerprint Identification System (NAFIS) is a centralized, pan-India digital platform designed to store, search, and analyze fingerprint data related to crimes and criminals. It was developed to enhance the ability of law enforcement agencies to identify and track offenders across the country in real time.

Objectives Of NAFIS

  • To create a nationwide searchable database of fingerprints collected from crime scenes and criminal investigations.

  • To allow seamless access and information sharing across different States and Union Territories.

  • To streamline criminal identification by offering a uniform system integrated with police databases and other national records.

NAFIS Works

  • Each individual recorded in the system is assigned a unique 10-digit National Fingerprint Number (NFN).

  • This NFN is based on biometric data and remains constant for the individual throughout their lifetime.

  • Multiple crimes registered against the same person in different FIRs will be linked to the same NFN, thereby consolidating their criminal history.

  • The first two digits of the NFN represent the state code where the criminal was first registered, followed by an individual sequence number.

  • Each state partition in the database holds fingerprint IDs specific to that region.

  • A digital record is also maintained to enable future fingerprint matches and enhance investigative efficiency.

Real-Time Accessibility And Integration

  • NAFIS provides 24/7 real-time access to registered law enforcement agencies across India.

  • Investigators can quickly identify suspects, check for prior criminal records, and trace connections to ongoing cases.

  • It enables faster decision-making by linking fingerprints to active warrants, previous offenses, or alerts flagged in other integrated police databases.

Management And Oversight

  • The system is operated by the Central Fingerprint Bureau, which is part of the National Crime Records Bureau (NCRB) under the Ministry of Home Affairs.

  • The NCRB is responsible for maintaining, updating, and securing the NAFIS database, as well as training state police officials in its usage.

Foreigners Identification Portal (FIP) And IVFRT Linkage

  • The Foreigners Identification Portal (FIP) is closely linked to the IVFRT system and supports the identification of foreign nationals within India.

  • By mandating the use of fingerprint scanners under the District Police Module, the Centre aims to standardize and strengthen identity verification procedures across districts.

  • This update is particularly crucial for improving border security, visa monitoring, and tracking of foreign nationals involved in illegal activities.
