On the occasion of World Environment Day, the Ministry of Social Justice and Empowerment (MoSJE) unveiled a new digital initiative under the NAMASTE Scheme the Waste Picker Enumeration App. This tool is intended to formally identify and empower waste pickers nationwide, reinforcing the government’s dedication to both environmental sustainability and social equity. The move aligns with broader goals of integrating informal sanitation workers into the formal economy and ensuring their access to essential services.

Overview Of NAMASTE Scheme

NAMASTE (National Action for Mechanised Sanitation Ecosystem) is a collaborative initiative between MoSJE and the Ministry of Housing and Urban Affairs (MoHUA), launched in 2022. It aims to promote safe, dignified, and sustainable working conditions for sanitation workers across 500 cities in India and will continue until 2026.

Key Objectives

The scheme has multiple core goals:

• Eliminate fatalities in sanitation work.

• Ensure only trained and skilled personnel carry out sanitation duties.

• Offer sanitation workers viable alternative livelihood options.

• Encourage the formation of Self-Help Groups (SHGs) to manage sanitation-based enterprises.

The NAMASTE Scheme features several support mechanisms for sanitation workers:

• Health insurance through the Ayushman Bharat scheme for workers and their families.

• Livelihood training and counselling to help workers transition to safer, alternative employment.

Introduction Of Waste Picker Enumeration App

As part of an expanded vision, the newly launched Waste Picker Enumeration App aims to digitally register around 2.5 lakh waste pickers across India. This profiling will help provide:

• Occupational ID cards

• Health coverage

• Protective gear

• Skill development programs

This app marks a step towards formally recognising waste pickers and integrating them into urban sanitation planning.

Benefits For Waste Pickers

This initiative acknowledges the crucial role of waste pickers in maintaining urban cleanliness. With formal identification and inclusion in policy frameworks, they will gain access to better working conditions and social benefits. Additionally, their involvement in managing Dry Waste Collection Centres will be encouraged, further empowering waste picker communities.

Release Of Knowledge Resources

At the launch event, two key publications were introduced:

• Resource Guide – Offers strategies to mainstream waste picker collectives in service delivery.

• Charting Change – Provides socio-economic data on India’s sanitation workforce from 2023–2025.

These resources aim to inform stakeholders and enhance support mechanisms for the sanitation ecosystem.
