Background: Formation Of Justice Hema Committee

The Justice Hema Committee was constituted in July 2017, following the abduction and assault of a well-known actress, which drew national attention. The Women in Cinema Collective (WCC), a group advocating for gender justice in the film industry, urged the state government to investigate systemic issues faced by women in Malayalam cinema. In response, the Kerala government formed this pioneering state-level committee to examine instances of sexual harassment and gender inequality.

Delayed Publication Of Report

Although the committee completed its work and submitted its findings in December 2019, the report remained unreleased for several years. The government cited concerns related to the confidentiality and privacy of the women who had testified. After sustained pressure from activists and civil society groups, the Kerala State Information Commission ordered a partial, redacted release of the report in August 2024.

Major Findings Of Report

The report unveiled troubling patterns of exploitation, including instances of the casting couch a practice where sexual favours are solicited in exchange for acting roles. Many female artists refrained from filing official complaints due to fear of career repercussions or public shaming. The findings triggered a wave of women coming forward to share their experiences, some implicating prominent industry figures.

Police Action And Case Closures

In response to the report, Kerala Police initiated a broader investigation, registering nearly 60 cases. However, 35 of these have now been closed, mainly due to insufficient evidence or the unwillingness of survivors to proceed with legal action. Many chose to share their stories outside the formal justice system to protect their privacy or avoid public scrutiny.

Survivors have voiced disappointment over the case closures, stating that the system continues to fail women seeking justice.
