To intensify efforts against substance abuse, the Government of India has initiated the establishment of District De-Addiction Centres (DDACs) across 291 identified districts that currently lack sufficient infrastructure for treating individuals with substance use disorders. This initiative falls under the National Action Plan for Drug Demand Reduction (NAPDDR), led by the Ministry of Social Justice and Empowerment.
About District De-Addiction Centres (DDACs)
The DDACs are designed to function as dedicated treatment and rehabilitation hubs. Each facility will include administrative offices, medical treatment areas, and spaces for community outreach. The centres will operate with a capacity to treat either 15 or 30 patients at a time and will follow strict operational guidelines to ensure standardized care.
Infrastructure And Government Support
This initiative is part of a broader framework supported by the government through multiple schemes under the NAPDDR. The Ministry currently funds:
350 Integrated Rehabilitation Centres for Addicts (IRCAs)
74 Outreach and Drop-in Centres (ODICs)
46 Community-based Peer Led Initiatives (CPLIs)
124 existing DDACs
These centres aim to offer comprehensive treatment, outreach, and community engagement services.
Survey To Assess Substance Use Patterns
The Ministry is also preparing to conduct a nationwide survey to assess the prevalence and trends of substance use across India. The last major study estimated around 1.18 crore children and adolescents and nearly seven crore adults as users of various psychoactive substances. The updated survey will help in formulating region-specific strategies and interventions.
Collaboration With NGOs And Start-ups
To expand outreach and awareness, the Ministry has invited applications from NGOs and start-ups that have at least two years of experience in the field of de-addiction. These organizations are expected to carry out risk reduction, awareness drives, and community engagement, particularly focusing on high-risk and vulnerable groups. The deadline for submitting proposals is June 30.
Emphasis On Prevention and Community Education
A key component of the DDAC programme is preventive education. This includes community-level awareness campaigns, identifying peer educators, and early-stage intervention in at-risk populations. The goal is not just to treat, but to prevent addiction before it begins.
States With Highest Number Of Gap Districts
Among the targeted areas, Chhattisgarh ranks highest with 31 out of its 33 districts lacking adequate de-addiction infrastructure. Other states with a significant number of underserved districts include Madhya Pradesh, Gujarat, and Bihar. This highlights the urgent requirement for focused, region-specific strategies in combating substance abuse.
