Description

The Government of India is set to launch the Waqf UMEED portal on 6 June 2025, marking a significant step toward digitizing the management and registration of Waqf properties across the country. This initiative follows the recent enactment of the Waqf (Amendment) Act, 2025, which received Presidential assent on 5 April 2025. The portal is intended to introduce transparency, enhance efficiency, and bring accountability to the administration of Waqf assets.

Understanding Waqf

Waqf refers to a permanent charitable endowment under Islamic law, wherein a person donates property for religious, community, or public welfare purposes. Once declared as Waqf, the property becomes inalienable meaning it cannot be sold, transferred, or inherited and must be used solely for the benefit of society.

Objectives Of UMEED Portal

The UMEED (Unified Management and Empowerment of Endowment Data) portal has been developed with the following key objectives:

  • Ensure transparent and mandatory registration of all Waqf properties in digital format.

  • Provide beneficiaries with digital access to information regarding their rights and entitlements.

  • Facilitate the resolution of longstanding property-related disputes by streamlining the process.

  • Enhance accountability through real-time monitoring and increased public oversight.

Key Features Of UMEED Portal

The portal integrates various modern tools and procedures to ensure a robust and transparent system:

  • Mandatory Registration: All Waqf properties must be registered through the portal within six months of its launch.

  • Geotagging and Digitisation: Property records must include precise geographic coordinates, measurements, and digital documentation.

  • Dispute Resolution Mechanism: Properties not registered by the deadline will be classified as disputed and forwarded to a Waqf Tribunal for adjudication.

  • Legal Assistance and User Support: The portal includes facilities for raising legal queries and accessing educational resources to raise awareness among stakeholders.

Reforms Introduced By Waqf (Amendment) Act, 2025

The Waqf (Amendment) Act, 2025 introduces several structural and legal changes to improve the governance of Waqf properties:

  • Appeal Rights: Decisions made by Waqf Tribunals can now be challenged in High Courts within a 90-day window, enhancing legal recourse.

  • Compulsory Digital Registration: Failure to digitally register properties within the stipulated timeframe will lead to those properties being marked as "disputed."

  • Increased State Oversight: The Act mandates closer monitoring by State Waqf Boards, ensuring stronger enforcement of compliance measures.

Concerns And Criticisms

Although the UMEED initiative has been largely welcomed, several concerns have also been raised by legal experts and civil society groups. Critics caution that without proper safeguards, the law could potentially marginalize vulnerable communities. There are calls for more inclusive consultations, transparent processes, and protective mechanisms to avoid any misuse or discrimination.

Implementation Strategy And Way Forward

The government has taken steps to ensure the effective roll-out of the UMEED portal, including technical infrastructure, training modules, and stakeholder engagement plans. However, the portal’s long-term success will depend on widespread acceptance, cooperation from State Waqf Boards, and effective resolution of disputes.

If successfully implemented, the UMEED portal could usher in a new era of transparency and digital governance in the management of Waqf properties across India.
