The governments of Assam and Meghalaya have recently unveiled a joint initiative to develop a 55-megawatt hydropower and irrigation project. This effort aims to tackle urban flooding issues in Guwahati while also addressing the longstanding boundary dispute between the two states. The announcement followed a meeting between Assam’s Chief Minister Himanta Biswa Sarma and Meghalaya’s Chief Minister Conrad K. Sangma.
Details Of Hydropower And Irrigation Project
The project will utilize the Kulsi River, a tributary of the Brahmaputra, to generate electricity for both Assam and Meghalaya. In addition to power generation, the project will provide irrigation benefits, particularly supporting agricultural needs in Assam. Authorities plan to involve local communities throughout the process to ensure their concerns and interests are taken into account. The Kulsi River is ecologically significant as it serves as a habitat and nesting ground for the Gangetic river dolphin.
Efforts To Mitigate Urban Flooding
Guwahati has been experiencing severe urban flooding, a problem both states recognize as urgent. To address this, the governments intend to collaborate with the North Eastern Space Applications Centre to use satellite mapping for identifying flood-prone areas. The Indian Institute of Technology, Roorkee, will also be involved to develop practical flood control measures based on the findings.
Progress On Boundary Dispute
The border disagreement between Assam and Meghalaya, ongoing for more than five decades, has seen new progress. Recently, the states reached agreements on six out of twelve contested areas. Plans are underway to install boundary pillars in five sectors by August 15. The resolution process also includes land adjustment negotiations with Meghalaya to ensure a fair allocation of territories.

The meeting highlighted a shared commitment to cooperation between the two states. Both Chief Ministers emphasized working together not only on the hydropower and flood management projects but also on broader regional development issues.
