In response to growing security threats, particularly along the western border with Pakistan, India has ramped up its civil defence strategies. Operation Shield is aimed at strengthening the operational efficiency of civil defence units across the country. The mock drill will be held in strategically sensitive regions, including Jammu and Kashmir, Punjab, Rajasthan, Gujarat, Haryana, and Chandigarh. Blackout drills in select residential zones to simulate wartime power cuts.

Emergency Services And Medical Preparedness
A significant part of the drill involves medical preparedness. Rapid deployment of medical teams, emergency transport of blood units, and swift response to simulated injuries will be tested. This ensures that both logistical and human resource capabilities are ready for real-time emergencies.
Supervision And Management
The drill is being overseen by the Additional Director General of Civil Defence, with operational support from the Directorate General of Fire Services and Home Guards. This centralised supervision guarantees uniform implementation and coordinated effort across participating states.
Funding And Resource Allocation
Following lessons learned from the previous drill conducted on May 7, 2025, the Home Ministry has invoked emergency protocols. Funding for identified infrastructure and training gaps will be allocated through the State Disaster Response Fund (SDRF), ensuring all necessary resources are in place.
