In response to growing security threats, particularly along the western border with Pakistan, India has ramped up its civil defence strategies. This comes in the aftermath of a deadly terrorist incident in Pahalgam that claimed 26 lives. The Ministry of Home Affairs has announced the second phase of a nationwide mock drill Operation Shield scheduled for May 31, 2025. The initiative is focused on improving preparedness against potential hostile incursions.

Objective Of Operation Shield

Operation Shield is aimed at strengthening the operational efficiency of civil defence units across the country. The drill will test the responsiveness of security and emergency teams, helping authorities identify and rectify gaps that surfaced during earlier exercises. Its core focus is to validate emergency protocols and enhance coordination among personnel under simulated threat scenarios.

Geographic Scope And Targeted Areas

The mock drill will be held in strategically sensitive regions, including Jammu and Kashmir, Punjab, Rajasthan, Gujarat, Haryana, and Chandigarh. These locations have been chosen based on their exposure to cross-border threats. Scenarios planned for the drill include simulated drone attacks and coordinated enemy strikes.

Key Drill Operations

Several crucial activities will be conducted during the exercise, such as:

  • Activation of centrally managed air raid sirens to alert civilian populations.

  • Blackout drills in select residential zones to simulate wartime power cuts.

  • Mock evacuation of civilians from military zones to test logistics and coordination.

These actions are designed to replicate emergency conditions and train personnel in handling high-stress environments effectively.

Emergency Services And Medical Preparedness

A significant part of the drill involves medical preparedness. Rapid deployment of medical teams, emergency transport of blood units, and swift response to simulated injuries will be tested. This ensures that both logistical and human resource capabilities are ready for real-time emergencies.

Supervision And Management

The drill is being overseen by the Additional Director General of Civil Defence, with operational support from the Directorate General of Fire Services and Home Guards. This centralised supervision guarantees uniform implementation and coordinated effort across participating states.

Funding And Resource Allocation

Following lessons learned from the previous drill conducted on May 7, 2025, the Home Ministry has invoked emergency protocols. Funding for identified infrastructure and training gaps will be allocated through the State Disaster Response Fund (SDRF), ensuring all necessary resources are in place.

Operation Shield serves as a critical initiative in India's broader security architecture, aiming to improve civil defence readiness and build a more resilient response system to potential threats.
