The Government of India has revitalised its Production Linked Incentive (PLI) scheme to reinforce domestic pharmaceutical manufacturing. This renewed push specifically targets the production of critical medicines to enhance India’s self-sufficiency and reduce reliance on imported pharmaceuticals. The Department of Pharmaceuticals has opened the application window for manufacturers interested in producing 11 key pharmaceutical products.

Overview Of PLI Scheme

Initially introduced in July 2020, the PLI scheme was created to support domestic production across strategic industries, including pharmaceuticals. With a budget of ?6,940 crore for the pharma sector, the scheme covers 41 essential items ranging from key starting materials (KSMs) and drug intermediates (DIs) to active pharmaceutical ingredients (APIs). This initiative is part of a broader plan to expand manufacturing capabilities across 14 vital sectors in India.

Focus Products In Latest Phase

The latest phase of the scheme targets widely used antibiotics and pain management drugs that previously saw limited participation. These include Neomycin, Gentamycin, Erythromycin, Streptomycin, Tetracycline, Ciprofloxacin, and Diclofenac Sodium. Interested pharmaceutical companies must submit their applications by June 14, 2025.

Application Guidelines

To qualify, companies must meet several eligibility criteria, including capacity-based allocations and incentive limits per product. Chemical synthesis-based products will receive incentives through FY2028, while fermentation-based drugs will be supported until FY2029. Notably, companies whose approvals were withdrawn or cancelled in earlier rounds will not be allowed to reapply.

Strengthening Supply Chains

This strategic initiative underlines the government’s goal of reducing dependence on imported pharmaceutical raw materials and intermediates. By encouraging domestic production, the scheme also aims to fortify India's pharmaceutical supply chain. The Pharmaceuticals Export Promotion Council of India (Pharmexcil) has urged its members to seize this opportunity to enhance their manufacturing capabilities.

Sectoral Impact And Investments

Since its inception, the PLI scheme has significantly attracted investments in the pharmaceutical sector. As of November 2024, 764 applications had been approved under the scheme across various industries, representing investments worth approximately ?1.61 lakh crore. Incentives amounting to ?14,020 crore have already been disbursed, showcasing the government’s strong commitment to industrial growth.

The renewed PLI scheme is expected to further energise the pharmaceutical industry by promoting innovation, generating employment, and expanding exports. It positions India to meet both domestic and international demands for high-quality pharmaceutical products, reinforcing the nation’s role as a global manufacturing hub.
