The 10th Governing Council Meeting of NITI Aayog recently convened in New Delhi, under the leadership of the Prime Minister of India. The discussions revolved around the theme “Viksit Rajya for Viksit Bharat@2047”, emphasizing state-level development as a cornerstone of India's long-term national growth strategy.

Understanding NITI Aayog

NITI Aayog (National Institution for Transforming India) functions as the apex policy think-tank of the Government of India. It was set up in January 2015 by a resolution of the Union Cabinet, replacing the Planning Commission. Unlike constitutional or statutory bodies, NITI Aayog was created through an executive order, making it a non-statutory and non-constitutional institution.

Core Mandates And Functions

NITI Aayog operates with a dual mandate:

  • Monitoring and implementation of Sustainable Development Goals (SDGs) across India.

  • Promoting cooperative and competitive federalism, encouraging active participation of States and Union Territories in policy formulation and development planning.

Organisational Framework

The Prime Minister of India serves as the Chairperson of NITI Aayog.

The Governing Council comprises:

  • All Chief Ministers of States and Union Territories with legislatures,

  • Lieutenant Governors of other Union Territories,

  • Up to four Union Ministers designated as ex-officio members,

  • A Vice-Chairperson, appointed by the Prime Minister,

  • Full-time members, and

  • Special invitees experts and professionals nominated by the Prime Minister.

In addition, Regional Councils are formed for a limited period to address specific inter-state and regional issues. These councils are chaired by the Prime Minister and include the Chief Ministers and Lt. Governors from the concerned region.

The Chief Executive Officer (CEO) of NITI Aayog is appointed by the Prime Minister and holds the rank of Secretary to the Government of India, with a fixed tenure.

Key Objectives And Goals

NITI Aayog aims to:

  • Develop inclusive, village-level development strategies, ensuring that marginalized and vulnerable communities are not left behind.

  • Incorporate national security perspectives into economic policymaking.

  • Foster a knowledge-based, innovation-led ecosystem that drives sustainable and equitable development.

  • Serve as a central forum to resolve inter-sectoral and inter-departmental coordination issues, facilitating smoother and more effective governance.
