In a major step towards strengthening India's railway infrastructure, the Maharashtra government has approved the merger of Konkan Railway Corporation Limited (KRCL) with Indian Railways. The move follows the consent of other stakeholder states—Goa, Karnataka, and Kerala ensuring a unified and integrated railway network along the country’s western coastline.
About Konkan Railway
Established in 1990, the Konkan Railway was formed as a special purpose vehicle (SPV) under the Ministry of Railways to build a railway line through the rugged terrain of the Western Ghats. Commercial services began in January 1998, connecting a 741 km route that links Maharashtra to Kerala via Goa and Karnataka. The railway significantly reduced travel time and improved access between the coastal belt and India's major cities.
Ownership And Financial Structure
KRCL was developed as a joint venture, with the Government of India holding a 51% share. The remaining stakes are distributed among Maharashtra (22%), Karnataka (15%), Goa (6%), and Kerala (6%). While the railway has achieved operational milestones, it has also struggled with financial constraints, limiting its ability to modernize and expand services.
Merger Was Proposed
The decision to merge stems from KRCL’s unsustainable financial model, which lacks sufficient revenue to fund crucial infrastructure upgrades. Maharashtra Deputy Chief Minister Devendra Fadnavis emphasized that aligning with Indian Railways will help KRCL access larger funding pools and technical support, enhancing its operational efficiency and development capacity.
Terms Set By Maharashtra
Maharashtra's support for the merger came with two key conditions:
The "Konkan Railway" name must be retained even after the merger.
The Indian Railways must reimburse over ?394 crore to Maharashtra, compensating the state’s original investment in KRCL.
These conditions have reportedly been accepted by the Central Government.
