Telangana Launches Composite Backwardness Index to Assess Sub-Caste Inequalities

The Government of Telangana has embarked on a landmark initiative to systematically measure socio-economic inequalities among various sub-castes across the state. This initiative follows the outcomes of the Social Education Employment Economic Political Caste (SEEEPC) Survey conducted in 2024.

About SEEEPC Survey

The SEEEPC Survey was a large-scale demographic exercise covering 3.55 crore residents of Telangana. It gathered data across 75 parameters related to social status, economic conditions, education levels, and occupational patterns. The aim was to build an inclusive socio-economic profile of the population, particularly among marginalized communities.

Introducing Composite Backwardness Index (CBI)

In response to the survey findings, the state government has tasked a panel of experts, led by Retired Justice Sudarshan Reddy, to create a Composite Backwardness Index (CBI). This index is designed to provide a quantitative assessment of backwardness across 243 identified sub-castes, using a data-driven methodology.

Structure And Methodology Of CBI

Unlike previous classification efforts, such as the Mandal Commission, which relied on just 11 indicators, the CBI will be based on 43 distinct parameters. These parameters are grouped under seven key domains:

• Social factors

• Educational attainment

• Living standards

• Occupation

• Income

• Asset ownership

• Access to financial services

A quartile-based statistical model will be applied to evaluate the disparities within both rural and urban contexts, offering a detailed and comparative view of backwardness.

Progress And Reporting

The expert committee has concluded the analytical phase and is now drafting its final report. This document will rank all 243 sub-castes based on their CBI scores and will include graphical illustrations to facilitate better comprehension. The findings aim to serve as a reliable benchmark for understanding caste-based disparities in the state.

Integration Of Artificial Intelligence

In a forward-looking move, the expert panel is also exploring the integration of Artificial Intelligence (AI) to enhance data accessibility. A natural language interface is being proposed to allow researchers to query the SEEEPC dataset without compromising individual privacy. This will make data-driven research more accessible and secure.
