In a significant push towards sustainable energy, the Delhi government has introduced a subsidy initiative for residential rooftop solar installations. The plan targets the installation of solar panels in approximately 2.3 lakh (230,000) homes within the next three years, aiming to encourage clean energy use and reduce electricity costs for consumers in the capital.
Subsidy Structure
The scheme offers financial support from both central and state governments. Homeowners can receive a central subsidy of Rupees 78,000 for a 3 kW solar system, while the Delhi government will contribute an additional Rupees 30,000. This brings the total subsidy amount to Rupees 1,08,000 per household. This subsidy is part of Delhi’s broader Free Electricity Scheme. Previously, subsidy amounts ranged from Rupees 2,000 to Rupees 10,000 per kW, but have now been standardized at Rupees 10,000 per kW.
Budget Concerns
The scheme has been allocated a budget of Rupees 50 crore. When divided among the targeted 2.3 lakh households, this amounts to approximately Rupees 2,174 per installation far lower than the promised financial aid per unit. Energy experts have raised concerns over whether the current funding will be adequate to fulfill the scheme's goals.
Expected Consumer Savings
According to the Delhi government, households could potentially save up to Rupees 4,200 on monthly electricity bills by adopting rooftop solar. However, energy analysts, including Binit Das from the Centre for Science and Environment, question these estimates, citing a lack of empirical evidence to support such projections.
Implementation And Logistical Hurdles
Meeting the target of 2.3 lakh installations within the given timeframe poses significant challenges. Experts highlight the need for a well-established supply chain and a trained workforce to carry out installations efficiently. Without these logistical frameworks, achieving the project's scale may prove difficult.

To ease the burden of initial investment on households, the Delhi government intends to collaborate with financial institutions. These partnerships aim to provide consumer-friendly loan options, making solar adoption more affordable and widespread.
Policy Revisions To Support Solar Growth
This announcement aligns with recent updates to the Delhi Solar Policy 2023. Under the revised policy, residential consumers are eligible for subsidies of up to Rupees 30,000 per month.
