The Government of India has introduced a transformative initiative titled ‘Sagar Mein Samman’, aimed at increasing women's participation in the maritime industry. Announced by Union Minister Sarbananda Sonowal during the International Day for Women in Maritime event in Mumbai, this programme is part of a broader push toward fostering Diversity, Equity, and Inclusion (DEI) in India’s maritime workforce from ports to policymaking positions.
Objectives Of ‘Sagar Mein Samman’
The initiative is designed to empower women across all maritime roles, focusing on inclusivity, safety, and equal access to career opportunities. It also aims to enhance women’s skills through targeted training, leadership development, and barrier-free participation in maritime professions.
Remarkable Rise In Women Seafarers
India has witnessed a significant increase in the number of women seafarers, rising from just 341 in 2014 to 2,557 in 2024 a growth of 649%. In this period, nearly 3,000 women have received financial aid, underscoring the government’s proactive efforts to bring more women into the field.
Key Highlights Of Policy
‘Sagar Mein Samman’ encompasses a comprehensive framework that includes:
Strategic workforce planning
Training and capacity-building programmes
Incentives for companies hiring women professionals
Scholarships for maritime education
Outreach and awareness to promote gender parity
The policy also encourages research and community engagement to address gender-related challenges within the industry.
Honouring Women Achievers
As part of the launch celebrations, ten exceptional women in maritime were recognised for their leadership and achievements. The event also included interactive sessions on equity and leadership, showcasing role models in a sector traditionally dominated by men.
Future Targets And Vision
A core objective of the initiative is to achieve 12% female representation in technical maritime positions by 2030. This aligns with national goals and contributes to the broader vision of inclusive and sustainable sectoral growth.
Global Alignment And Sustainable Development
The ‘Sagar Mein Samman’ initiative also reflects India’s commitment to the International Maritime Organization’s goals on gender inclusion and supports the United Nations Sustainable Development Goals (SDGs).
