These directives aim to significantly reduce paddy stubble burning, a major contributor to the severe air quality decline witnessed during the winter months. The move aligns with the Supreme Court’s order in the M.C. Mehta vs. Union of India case, which emphasized strict measures to curb this widespread agricultural practice.

Burning Of Stubble Is Big Concern

Stubble burning, the practice of setting fire to the leftover crop residue after paddy harvesting, is a significant source of air pollution in North India, particularly during the months of October and November. The smoke released from this practice not only affects the air quality in the immediate farming regions but also drifts to urban centers like Delhi, Noida, Ghaziabad, and Gurgaon, leading to hazardous levels of particulate matter (PM2.5 and PM10) and other toxic pollutants. This seasonal spike in pollution often results in respiratory issues, smog, reduced visibility, and severe public health risks.

Formation of a Dedicated Parali Protection Force

  • Establishment of a specialized task force comprising police personnel, agriculture department officials, and local administrators to ensure strict enforcement of anti-stubble burning measures.

  • This force will oversee on-ground monitoring, conduct field inspections, and take immediate action against violators.

Use of Paddy Straw Pellets/Briquettes in Industrial Units

  • Mandatory use of paddy straw pellets and briquettes in brick kilns and thermal power plants for co-firing, reducing the dependency on raw straw burning.

  • This approach is modeled after successful co-firing initiatives that have already been implemented in several thermal power plants across the region.

Comprehensive Farm Mapping and Residue Management

  • Precise mapping of each agricultural field to identify the most suitable stubble management methods, including in-situ (on-field) and ex-situ (off-field) processing.

  • Promotion of crop diversification to reduce the volume of stubble generated, thereby minimizing the need for burning.

Common Procurement Rate for Paddy Straw

  • Establishment of a standardized procurement rate for paddy straw in Punjab and Uttar Pradesh, similar to the model adopted by Haryana, to incentivize farmers to sell their crop residue instead of burning it.

Promotion of Ex-Situ Management Technologies

  • Encouraging the widespread use of baling machines, rakers, and mulchers to remove, transport, and utilize paddy straw as industrial fuel or fodder.

  • Support for small and marginal farmers in accessing these technologies through subsidies and financial incentives.

Technology-Driven Monitoring Systems

  • Development of a real-time data platform for continuous tracking and reporting of stubble burning incidents using satellite imagery, drones, and ground sensors.

  • Integration of this platform with state-level pollution control boards to ensure timely action.

Regular Inventory Review of Crop Residue Management (CRM) Equipment

  • Comprehensive assessment of the availability and deployment of CRM machines, including Super Seeders, Happy Seeders, Straw Reapers, and Rotavators, to optimize their utilization.

  • Regular maintenance and operational support for these machines to ensure they are accessible when needed.

Long-Term Solutions And Impact

In addition to these immediate steps, the CAQM has emphasized the need for long-term measures, including:

  • Increasing Farmers' Awareness - Extensive outreach programs to educate farmers about the environmental impact of stubble burning.

  • Promoting Alternative Crops - Shifting away from paddy to less residue-intensive crops like pulses, oilseeds, and vegetables to reduce the stubble load.

  • Sustainable Farming Practices - Encouragement of zero-tillage and no-burn farming techniques to enhance soil health and reduce emissions.

  • Financial and Technical Support - Providing low-interest loans, grants, and technical support to promote residue-based biofuel production and other sustainable uses for crop waste.
