Description

The Union Cabinet has recently approved a comprehensive initiative, the National Scheme for the Upgradation of Industrial Training Institutes (ITIs) and the establishment of five National Centres of Excellence (NCOEs) for Skilling. This program will be launched as a Centrally Sponsored Scheme, with a total financial outlay of Rupees 60,000 crore, which includes contributions from the Central Government (Rupees 30,000 crore), State Governments (Rupees 20,000 crore), and the industry (Rupees 10,000 crore). Additionally, the Asian Development Bank (ADB) and the World Bank will co-finance up to 50% of the Central share.

This scheme is designed to focus on the modernization and upgradation of 1,000 Government-run ITIs across the country, which will be organized in a "hub and spoke" arrangement. These ITIs will be aligned with industry requirements, offering revamped courses tailored to meet the evolving demands of the job market. Alongside the ITI upgradation, the scheme will also enhance the infrastructure and capacity of five National Skill Training Institutes (NSTIs) and establish five National Centres of Excellence for Skilling in these institutes.

The primary goal of this initiative is to transform existing ITIs into government-owned, industry-managed centres of excellence for skill development. This will be achieved through close collaboration between State Governments and industry stakeholders, ensuring that the courses offered are aligned with real-world industry needs. By doing so, the scheme aims to create aspirational institutions that foster industry-ready talent.

Over the next five years, this initiative is expected to skill 20 lakh youth, preparing them for employment in sectors that require specialized skills. The scheme will bridge the gap between local workforce supply and industry demand, particularly benefiting industries, including MSMEs (Micro, Small, and Medium Enterprises), by providing them with a steady stream of skilled workers.

A unique aspect of the scheme is the introduction of a flexible, need-based funding model. This allows for customized allocations based on the specific infrastructure, capacity, and trade-related requirements of each ITI. This flexibility ensures that the needs of individual institutions are met effectively.

Another key feature is the creation of an industry-led Special Purpose Vehicle (SPV) to manage the upgradation process. This will ensure better industry participation, more relevant course offerings, and outcome-focused implementation. This SPV model will help guide the ITI upgradation to ensure it aligns closely with industry trends and needs.

Furthermore, the scheme will also focus on improving the quality of Training of Trainers (ToT) facilities in five NSTIs located in Bhubaneswar, Chennai, Hyderabad, Kanpur, and Ludhiana. These centres will serve as hubs for enhancing the quality of trainers, equipping them with the necessary skills and knowledge to impart training that meets modern industry standards. Additionally, 50,000 trainers will undergo both pre-service and in-service training as part of the initiative.

This initiative represents a significant step in enhancing India's skill development infrastructure, aiming to create a well-trained workforce ready to meet the challenges of the future.
