The Indian government has introduced a Repairability Index (RI) for the mobile and electronics sector, a new initiative aimed at strengthening consumer rights and fostering environmentally responsible practices. This framework is designed to provide users with transparent and accessible information about the ease of repairing electronic products, particularly smartphones and tablets.

Rising Consumer Complaints Prompt Action

The move follows a notable surge in consumer complaints related to mobile and tablet repair issues. According to the National Consumer Helpline, complaints rose from 19,057 in 2022–2023 to 22,864 in 2024–2025, highlighting a growing demand for better repair services and product transparency.

Development Of RI Framework

To address this concern, the government set up a dedicated committee in September 2024, headed by Shri Bharat Khera. The committee brought together representatives from major technology firms, industry associations, and consumer rights organizations. The goal was to design a comprehensive Repairability Index aligned with international standards, while also supporting innovation and business flexibility for manufacturers.

Repairability

The introduction of the RI marks a significant step toward a circular economy. By encouraging consumers to choose repairable products, the initiative seeks to reduce electronic waste and extend the usable life of devices. It shifts the focus from “wasteful consumption” to “mindful utilisation,” empowering consumers to make eco-conscious decisions.

Key Metrics Of Repairability Index

The RI is evaluated using six critical parameters:

  • Disassembly Depth

  • Access to Repair Information

  • Availability of Spare Parts

  • Software Update Support

  • Tools and Fasteners Required

  • Overall Repairability Score

These components give consumers a clearer understanding of how serviceable a product is before making a purchase.

Use In Index

Manufacturers are expected to self-declare the Repairability Index scores of their devices based on standardized criteria. This information will be made visible at retail outlets, on e-commerce websites, and through QR codes on product packaging, ensuring consumers can easily access repairability details at the point of purchase.

Future Outlook

Initially, the RI framework will be applied to smartphones and tablets. Over time, it may expand to include other electronics. The initiative will be supported by the Right to Repair Portal India, launched in 2022, which serves as a centralized resource offering repair-related data across multiple sectors.

This new policy reflects the government's commitment to consumer empowerment, sustainable development, and the reduction of electronic waste through responsible production and consumption practices.
